About the role

###Position Description & Qualifications

SUMMARY/PURPOSE:

  • The Program Director is the senior site executive accountable for the overall performance, profitability, and contractual success of Serco Canada’s operations at 5 Wing Goose Bay. This role provides strategic, financial, and operational leadership across all functional areas, including Air Operations, facilities, engineering, emergency services, and logistical support services, ensuring full alignment with contractual obligations, customer expectations, and Serco Canada and Serco North America strategic objectives.
  • Reporting within Serco’s senior leadership structure, the Program Director exercises full program authority over budget, resources, personnel, and delivery outcomes. The role is the primary senior interface with the customer, 5 Wing Goose Bay, and represents Serco as a trusted partner in a mission critical, safety sensitive military environment.
  • Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, etc.

KEY RESPONSIBILITIES:

Program & Contract Leadership

  • Provide integrated leadership for all contracted services and ongoing operations at 5 Wing Goose Bay, ensuring safe, compliant, and high performing delivery across all sections.
  • Maintain full accountability for contract performance, including cost, schedule, technical compliance, service levels, and customer satisfaction.
  • Ensure the program consistently meets or exceeds contractual Statements of Work (SOW), KPIs, and performance standards.

Financial & Commercial Management

  • Serve as the accountable executive for program financial performance, including P&L responsibility, cost control, margin delivery, and long-term contract sustainability.
  • Develop, manage, and execute annual operating and capital budgets in accordance with Serco’s financial governance and approval frameworks.
  • Analyze financial performance, forecast risks and opportunities, and implement corrective actions to protect and enhance contract profitability.
  • Ensure disciplined financial controls, reporting accuracy, and audit readiness.

Leadership & Workforce Management

  • Lead, develop, and hold accountable a senior management team, including senior managers of Air Operations, Technical Services and Logistics Support and other functional leads.
  • Build and sustain a high-performance leadership culture focused on accountability, safety, professionalism, and results.
  • Exercise authority for workforce planning, talent development, performance management, corrective action, and staffing decisions in line with Serco’s HR governance model.

Customer & Stakeholder Engagement

  • Act as Serco’s senior executive representative to the customer, maintaining a trusted, professional, and collaborative relationship with senior leadership at 5 Wing Goose Bay.
  • Proactively anticipate customer needs, manage issues before they escalate, and ensure operational delivery remains fully aligned with evolving mission requirements and strategic objectives.
  • Represent Serco with external stakeholders, partners, suppliers, government entities, and Indigenous leadership and businesses, reflecting Serco’s commitment to respectful partnership, collaboration, and long‑term economic reconciliation. Work alongside Indigenous communities, leaders, and enterprises to support sustainable operations and shared success.

Governance, Risk & Compliance

  • Ensure full compliance with Federal, Provincial, military, regulatory, contractual, and Serco requirements, including safety, security, environmental, and quality standards.
  • Identify, assess, and manage enterprise level risks, including operational, financial, safety, reputational, and contractual risks.
  • Maintain oversight of health, safety, environmental, and emergency preparedness programs across the site.

Business Growth & Strategic Alignment

  • Identify and pursue opportunities to organically grow and expand the contract scope, improve efficiency, and enhance value for the customer.
  • Support Serco Canada and Serco North America business development activities, including rebids, proposals, and capture efforts when requested.
  • Ensure site operations align with Serco Canada and Serco North America strategic priorities, values, and governance expectations.

JOB REQUIREMENTS:

EDUCATION /CERTIFICATIONS:

  • Bachelor’s degree in Business, Commerce, Engineering, Facilities Management, Aviation Management, or a related discipline; advanced degree (MBA or equivalent) is strongly preferred.
  • Extensive senior level experience may be considered in lieu of formal degree requirements.
  • Program Management Professional (PMP) or equivalent certification is highly desirable.
  • Ability to obtain and maintain Secret Level II.
  • Valid Class 5 Newfoundland and Labrador Driver’s Licence.

KNOWLEDGE and EXPERENCE

  • Minimum 15 years of progressively senior leadership experience in program management, operations management, or contract leadership within large, complex, regulated environments.
  • Demonstrated experience with military aviation, airport operations, base operations, facilities management, engineering services, or critical infrastructure contracts.
  • Proven track record of budget ownership, financial management, and contract profitability in a government or defence services environment.
  • Prior military service or direct experience working with military customers in aviation or base operations is strongly preferred.
  • Experience managing large multidisciplinary teams, unionized and non-unionized workforces, and subcontracted services.
  • Strong background in commercial contract management, labour relations, and supplier management.

Knowledge & Expertise

  • Advanced understanding of financial management, cost control, forecasting, and performance analytics.
  • Deep knowledge of contractual governance, commercial terms, and risk management in government service delivery.
  • Strong operational understanding of aviation environments, airfield operations, facilities, engineering, and emergency services.
  • Familiarity with military command structures, operational tempo, and mission critical decision making.
  • High proficiency with Microsoft Office 365 and enterprise reporting tools.

MENTAL AND PHYSICAL EFFORT:

  • Mental: Activities are moderate intensity at more than 4 hrs/day or high intensity at 2-4 hrs/day
  • Physical: Activities are low intensity, less than 2 hrs/day
