The Administrator, Human Resources is a vital member of the Talent Acquisition Team, reporting directly to the Talent Acquisition Manager, and plays a key role in supporting recruitment operations. The incumbent ensures the effective administration of Talent Acquisition processes by managing recruitment related workflows, maintaining accurate and up to date hiring and candidate data, and supporting the development, documentation, and ongoing maintenance of Talent Acquisition processes and procedures. Through strong organizational skills, a high level of attention to detail, and a commitment to data integrity, consistency, and confidentiality, the Administrator contributes to efficient, reliable, and well documented recruitment operations for hiring managers, candidates, and the broader Talent Acquisition function.

KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive.

Primary

  • Provide comprehensive administrative and operational support to Human Resources (HR) teams with a focus on staffing and talent acquisition activities
  • Coordinate end-to-end staffing administration, including opening and managing requisitions, maintaining job postings, supporting job ID allocation, and ensuring accurate documentation in HR systems (ATS and HRIS)
  • Maintain and update HR systems, records, templates, organizational charts, and intranet content to ensure data accuracy, integrity, and accessibility
  • Produce and maintain reports, dashboards, and tracking tools related to staffing activities and HR initiatives
  • Support the development and maintenance of HR processes, procedures, tools, and documentation to promote consistency and continuous improvement
  • Manage HR documentation and records using enterprise systems (e.g., Laserfiche, EnterpriseOne) in accordance with corporate and legislative requirements
  • Support candidate assessment and selection processes by coordinating interviews, administering language testing, collecting candidate documentation, and supporting onboarding readiness
  • Support logistics for recruitment initiatives, including career fairs, job fairs, student hiring, and other HR-led events
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate expectations

  • Provide other administrative support to HR team members, as required

SKILLS

General and Specific Knowledge

  • Administrative best practices, methods, and trends in human resources administration
  • Human Resources Information Systems (HRIS) and Applicant Tracking Systems (ATS)
  • Records management principles and practices

Formal Education and/or Certification(s) and Experience

  • Minimum: college diploma in office administration, business, or human resources management with a minimum of two years' relevant experience, or the equivalent

Abilities

  • Use applicable computer software and operating systems, including MS Office Suite
  • Demonstrate advanced administrative skills, knowledge, and expertise
  • Demonstrate strong attention to detail
  • Be bilingual (English and French), mandatory

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

  • criminal record checks

  • reference checks

  • previous employment

  • open source checks

  • credit/financial status
