Reports to Director Financial Planning and Analysis and is responsible for the accounting, monitoring, and reporting of lifecycle of capital assets, financial analysis of capital asset costs, management of financial obligations related to capital assets and providing financial support to other groups in Elexicon Energy, particularly Asset Management and Distribution Operations and Regulatory Affairs.

DUTIES AND RESPONSIBILITIES

Capital Asset Accounting, Reporting and Analysis

  • Directs and manages the timely and accurate capitalization of Elexicon Energy’s physical and intangible assets. Assists operations in the execution of the capital program through timely reporting and financial insights.
  • Manages accounting lifecycle of capital assets including construction work in progress, depreciation, retirements, removals and asset retirement obligations.
  • Manages and performs financial analysis related to capital and reporting for internal management and external purposes.
  • Manages financial obligations and claims related to capital assets including project and job cost invoicing, collections and receivables.
  • Provides support and accounting guidance to the departments responsible for executing capital programs.
  • Manages and directs the Economic Evaluation (EE) model for customer driven projects in conjunction with operations partners and ensures timely and accurate processing of models for Offer to Connect (OTC) inputs and subsequent rebate analysis of the projects.
  • Implements and monitors controls and procedures to ensure proper segregation of capital assets by entities; regulatory requirements; and timely execution collection and receivables activities.
  • Manages and provides support for the development of the capital program and partners with asset management and operations on assisting with the financial assumptions of the capital program
  • Assists with Reporting and Record Keeping Requirements (RRR) for capital related items for the Ontario Energy Board (OEB) and keeps updated on the regulatory matters affecting capital reporting
  • Supports the rate application process with the OEB. Implements processes and ensures accurate tracking and recording of capital as determined by OEB decisions (e.g., Incremental Capital Modules (ICM), capital deferred variance accounts (DVAs) etc.)
  • Supports ad hoc corporate initiatives as required

  • Promotes team development and coaching of staff.
  • Recommends improvements to operational processes and technologies.
  • Fosters creativity and innovation and actively looks for new ideas to improve the operation of the unit.
  • Identifies opportunities to improve the quality of the business unit’s operations and the efficient utilization of resources.
  • Sets the tone and fosters a culture that promotes ethical practices, the Corporation values including the Code of Ethics and Business Conduct of the enterprise.
  • Ensures compliance with applicable laws and regulations.

WHAT YOU NEED TO BE SUCCESSFUL

  • Related experience (6+ years) in a management role.
  • Strong leadership, people management, analytical and organizational skills.
  • Good understanding of International Financial Reporting Standards (IFRS)
  • Knowledge of the OEB’s Accounting Procedures Handbook and regulatory accounting experience is an asset.
  • Strong communications and interpersonal skills, along with experience with ERP.
  • Knowledge of the operations of utilities and the industry in Ontario is an asset

MINIMUM REQUIREMENTS

  • Possession of a recognized Professional Accounting Designation (e.g., Chartered Professional Accountant), or a combination of relevant education, training and experience.
  • Minimum of 5-7 years of experience in a similar role, preferably within the utilities or energy sector.
