Purpose of your Position - Non Union

The Senior Manager of Projects is responsible for leading and overseeing a comprehensive program of airport capital projects, ensuring alignment with the strategic objectives of Kelowna International Airport (YLW). This role is accountable for the development, implementation, and ongoing management of the airport’s 10-Year Capital Plan, coordinating multiple projects and initiatives to deliver infrastructure improvements that meet regulatory, operational, and stakeholder requirements. Projects will include new construction, lifecycle renewal, airfield pavement rehabilitation & expansion, utility upgrades, environmental & resiliency, tenant and commercial development. The Senior Manager of Projects supervises a team of Project Managers, who are responsible for the execution and delivery of individual projects within the overall program. The role will also be responsible for providing oversight to Tenant development projects within the airport campus. The incumbent may take a more direct key role in managing larger or more significant projects for the airport.

Program & Capital Plan Management

  • Oversees the development, implementation, and ongoing management of the airport’s multi-year capital plan.
  • Coordinates a program of projects to ensure alignment with strategic objectives and the Airport Master Plan.
  • Supports the Director by providing program-level insights, forecasts, and recommendations for capital investments.

Project Delivery, Team Leadership & Resource Management

  • Leads and manages a team of Project Managers responsible for the execution of individual capital, facilities, and infrastructure projects.
  • Ensures projects are delivered on time, within budget, and in compliance with regulatory and operational requirements.
  • Provides mentorship, guidance, and performance management to project staff, supporting the Director’s mandate for team development.
  • Manages human resources within the project team, including recruitment, allocation, development, and retention of staff to ensure optimal project delivery and support organizational goals.

Financial & Resource Stewardship

  • Manages program and project budgets, resource allocation, and financial controls.
  • Approves expenditures and monitors financial performance, supporting the Director’s oversight of multimillion-dollar annual budgets.
  • Prepares reports and recommendations for senior leadership, Council, and advisory committees.

Stakeholder Engagement & Compliance

  • Coordinates with internal and external stakeholders, including regulatory agencies, airline partners, and community representatives.
  • Ensures program and project activities comply with aviation regulations, corporate policies, and industry standards.
  • Develops and implements communication strategies to keep stakeholders informed and engaged, complementing the Director’s role in relationship management and risk mitigation.

Standards, Policies & Continuous Improvement

  • Review, improve, and implement design and construction standards for airport capital projects.
  • Assist in the development of policies, procedures, and bylaws related to airport infrastructure.
  • Support the adoption of project management tools to monitor schedule, budget, risk, quality, and contract administration.
  • Stay current with industry best practices, technology advancements, and regulatory changes through liaison with other airports, consultants, and industry groups.

Qualifications:

  • Undergraduate degree in Engineering, Architecture, Airport/Aviation Management, Planning, or a related technical field. An equivalent combination of education and experience may be considered
  • Recognized professional certification (e.g. facility manager, project manager, superintendent or owner’s construction manage
  • Minimum eight (8) years of progressive project management experience in airport, construction, or infrastructure projects
  • A minimum of five (5) years of supervisory or management experience, including leading multidisciplinary operational teams in a unionized or complex regulatory environment
  • Experience managing capital projects through all phases: initiation, planning, execution, monitoring, and close-out
  • Accredited Airport Executive (AAE) designation or Airport Management Professional Accreditation Program (AMPAP); or ability to obtain within three (3) years

Preferred qualifications

  • A post graduate degree (e.g. MBA)
  • Professional Engineering Designation
  • Knowledge of Canadian aviation regulatory frameworks and airport governance structures
  • Experience working at a federally regulated airport or within a Canadian airport authority

Other requirements:

  • Must be eligible to work in Canada

  • Must be able to obtain and maintain Transportation Security Clearance (TSC) from Transport Canada as a condition of employment

  • Must be willing to work outside normal work schedule to meet operational requirements (including crisis and emergency incident management), including nights, weekends, and holidays

  • Ability to travel to various locations across the region as required. Ability to travel to domestic or international meetings and conferences as required

Skills & Abilities - Non Union

Knowledge:

  • Knowledge of construction practices, contract administration, and safety regulations
  • Familiarity with industry/regulatory standards, including ICAO, IATA, Transport Canada, and construction codes
  • Strong knowledge of project management principles, methodologies and best practices
  • In-depth understanding of airport infrastructure, design, and construction standards
  • Knowledge of building codes, construction safety regulations, and contract law
  • Human resources management and labour relations, supervisory and managerial techniques and principles
  • Familiarity with Airport and City of Kelowna values and ability to support an ethical, supportive, and respectful workplace culture that champions equity, diversity, and inclusion

Skills and Abilities:

  • Strong leadership skills and the ability to manage performance, provide coaching, training and development, motivation, and corrective action when necessary

  • Ability to develop, track, and manage project scopes, budgets, schedules, and resources

  • Skilled in risk assessment, mitigation planning, and change control

  • Strong ability to read and interpret technical drawings, specifications, and construction documents

  • Excellent oral and written English communication skills, presentation skills and attention to detail when communicating. Able to communicate complex technical concepts in a manner that can be understood by the audience

  • Strong negotiation and conflict resolution skills when dealing with contractors, consultants, and internal teams

  • Ability to lead cross-functional teams and manage multiple projects simultaneously under tight timelines

  • High attention to detail and commitment to quality assurance and compliance

  • Effective problem-solving and decision-making abilities in fast-paced or high-pressure situations

  • Strong organizational and time management skills

  • Adaptability to changing priorities, regulatory requirements, and operational needs

  • Ability to develop and maintain positive and effective working relationships with employees and a wide network of internal and external contacts

  • Ability to use a variety of information technologies and standard office and operation-specific software applications.

Additional Hiring Information

The annual salary for this position ranges from $134,000 to $156,000 (Salary Under Review), depending on qualifications and experience. Most candidates can expect to start in the lower to mid-range of this scale, with opportunities for salary growth based on performance and tenure.
