We are seeking qualified individuals for the role of Security and Emergency Services Chief.Please note that this is not a fly-in, fly-out position and will be based in Labrador West, NL. This position will require candidates to work a rotating schedule including days, nights, and weekends. Non-local candidates are eligible for relocation assistance.

Role Overview:

The Chief of Emergency Services plays a critical leadership role in safeguarding Tacora Resources’ people, assets, and operations. This position is responsible for the overall management of Security and Emergency Services at the Scully Mine, providing strategic direction, technical expertise, and operational oversight across all facets of site protection and emergency preparedness.

The role ensures compliance with applicable regulations, NFPA and CSA standards, and Tacora’s internal policies while driving continuous improvement in emergency response capability, risk management, and workplace safety. The Chief leads the Emergency Response Team (ERT), oversees site security programs, and serves as the primary liaison with external agencies including fire, police, EMS, regulatory authorities, and mutual aid partners.

This position requires a balance of hands-on emergency leadership, program and policy development, and the ability to influence senior management decisions regarding risk, safety, and business continuity. Success in this role demands strong leadership, sound judgment under pressure, and the ability to foster a culture of preparedness, professionalism, and resilience across the organization.

Job Responsibilities:

Leadership and Program Management

  • Provide overall leadership and direction for the Security and Emergency Services department.
  • Develop, implement, and maintain emergency response programs, policies, and SOPs in compliance with NFPA, CSA, OHS, and industry best practices.
  • Lead, mentor, and train members of the Emergency Response Team (ERT), ensuring ongoing competency in fire, rescue, and medical response.
  • Coordinate with internal departments and senior leadership on risk management, emergency planning, and incident prevention strategies.

Security Services

  • Oversee access control systems and procedures for site facilities and restricted areas.
  • Ensure site security patrols, inspections, and investigations are carried out to protect personnel, assets, and infrastructure.
  • Manage the response and documentation of security incidents, unauthorized access, and breaches of company policy.
  • Liaise with law enforcement agencies and support workplace investigations when required.

Emergency Response

  • Serve as the incident commander or designate during emergency events until relieved.
  • Direct ERT operations during fire, medical, rescue, hazardous materials, and environmental incidents.
  • Ensure readiness and maintenance of emergency response equipment, including SCBA, suppression systems, technical rescue gear, and medical supplies.
  • Lead pre-incident planning, drills, and standby coverage for high-risk or critical work activities.

Health, Safety, and Prevention

  • Oversee inspections of life-safety systems (fire extinguishers, suppression systems, AEDs, emergency showers, hydrants, etc.).
  • Support hazard identification, risk assessments, and corrective action processes.
  • Develop and support proactive safety and prevention programs, including hot-work permitting, fire system impairments, and wildfire preparedness and other emergency prepardness program's and policy .
  • Contribute to site-wide emergency preparedness and business continuity planning.

Communication and External Liaison

  • Maintain accurate reports, records, and documentation for inspections, incidents, and training activities.
  • Ensure effective operation of radios and communication systems in alignment with site protocols and ICS structures.
  • Act as the primary liaison with external emergency services (fire, police, EMS, and mutual aid partners) to coordinate joint training and response.
  • Provide senior leadership with timely updates, after-action reports, and recommendations for improvement.

Skills and Qualifications:

  • Extensive experience in industrial emergency response, fire services, or security operations, preferably within a mining or heavy-industrial environment.
  • Strong leadership, supervisory, and training skills, with demonstrated ability to lead an emergency services team.
  • In-depth knowledge of applicable standards (NFPA, CSA, OHS regulations) and emergency management systems (ICS/EOC).
  • Proven ability to respond decisively and calmly under pressure, with strong situational awareness.
  • Excellent communication and interpersonal skills to collaborate across departments and with external agencies.
  • High level of integrity, professionalism, and strategic thinking.

Education:

  • High School Diploma or equivalent (required).
  • Post-secondary education in Fire Services, Emergency Management, or a related field (preferred).
  • Advanced Medical First Responder (AMFR), Emergency Medical Responder (EMR), or Primary Care Paramedic (PCP) certification (preferred).
  • NFPA 1001 Level I and II (Firefighter) (Required).
  • NFPA 1021 Fire Officer I/II or equivalent leadership training (Required).
  • NFPA 1006 Technical Rescue or equivalent specialized rescue training (Required).
  • ICS 100/200/300 certifications (preferred).

License and Requirements:

  • Valid Class 5 Driver’s License (Required).
  • Clear Criminal Record and Vulnerable Sector Check (Required).
  • Ability to work a flexible schedule, including on-call and shift coverage as required.
