About the job
In this role you will:
- Lead the development, implementation, and compliance of estimating, tendering, and contractor qualification frameworks, policies, and procedures.
- Oversee contractor qualification processes, including audits, investigations, financial assessments, and resolution of claims or disputes.
- Manage tendering operations by reviewing tender documents, overseeing bid processes, ensuring confidentiality, and coordinating contract awards.
- Provide expert costing and estimating oversight, including analysis, recommendations, and guidance to support value for money decision making.
- Provide technical supervision and leadership to staff, including training, work planning, resource coordination, and performance oversight.
- Build and maintain effective relationships with internal and external stakeholders, offering authoritative advice and representing the ministry on committees and working groups.
What you bring to the team
Technical Knowledge
You have:
- comprehensive knowledge of contract tendering operations
- knowledge of the principles and applications of highway contract related technology and materials, practices, standards and trends to provide technical supervision and leadership
- knowledge of related legislation, codes, agreements, policies, standards, practices, systems, procedures and methods
Interpersonal and Communication Skills
You have:
- supervisory skills to orient, train, develop and manage technical performance
- relationship management skills to establish and maintain effective working relationships with internal and external contacts
- communication and presentation skills to prepare policies, reports and recommendations and represent the ministry of provide interpretation, advice and information to diverse audiences
Analytical and Problem-Solving Skills
You have:
- analytical and problem solving skills to plan, prioritize and review contact award operations and services as well as develop, recommend and implement change
- demonstrated ability to analyze technical information, review and assess deficiencies
- experience developing, recommending, and implementing changes to operational policies, standards, systems, and procedures
Project Management Skills
You have:
- ability to manage multiple projects and consultant services while meeting deadlines and maintaining organizational productivity
- experience planning, coordinating, and reviewing contract award operations to ensure quality assurance and fairness
- ability to manage team members, complete multiple tasks within deadline and coach staff
