Job Description
POSITION SUMMARY
The Manager, Maintenance and Facilities develops, implements, and establishes an effective and efficient program of maintenance, preventive maintenance, and repair to properties and surrounding grounds in the Long-Term Care and Seniors Services (LTCSS) departments within the Health and Emergency Services Division, in accordance with County policies and relevant legislation (i.e., Fixing Long-Term Care Act, Retirement Homes Act, Residential Tenancies Act, the Ministry of Health Standards and Directives, and applicable health and safety legislation and regulations). Responsibilities also include the provision of guidance, support and input regarding annual and long-term capital planning needs for Health and Emergency Services facilities, working collaboratively under the leadership of the Corporate Maintenance and Facilities department.
The Maintenance and Facilities Manager is responsible for providing effective leadership and direction for all day-to-day operations within their areas of responsibility and will positively impact the quality of care and services provided to residents at the four (4) Long-Term Care Homes, three (3) Seniors Campus continuums and other applicable satellite locations. Responsibilities consist of 24/7 healthcare facilities support for a vulnerable sector including: life safety system management; emergency systems, supplies and equipment redundancy; emergency planning and testing; and providing response capacity, while working in collaboration with Operational Leadership and the Emergency Management Department.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

Monitor four (4) Long-Term Care Homes, and three (3) Seniors Campus Continuums (inclusive of Sunset Manor and Village, Georgian Manor and Village, Simcoe Manor and Village, Trillium Manor, and the satellite Adult Day Program Site. Develop and oversee the annual budgets for maintenance and facilities for all LTCSS locations and identify and action any variances reporting to the Directors of Long-Term Care and Seniors Services, as they arise.

Assume responsibility for the property maintenance and facilities standards for all Long-Term Care Homes and Seniors Campus Continuums. Ensure the day-to-day operations of each site are maintained, supervised, and conducted in an efficient manner, and according to Provincial legislation, Municipal by-laws, and County policies.

Monitor and evaluate the portfolio-wide Quality/Risk Management Program as well as the related reporting.

In collaboration with Operational Leadership, guide, develop, and implement, a Health and Emergency Services Divisional Long-Term Development Plan as it relates to maintenance and facilities. Prepare business plans and performance measures in order to facilitate the ongoing development and evaluation of both immediate and long-term service delivery strategies.

Develop, implement, standardize, monitor, and evaluate preventive maintenance programs for portfolio-wide building systems and equipment (heating, cooling, domestic water, electrical, plumbing, fire, etc.), in compliance with any applicable regulatory requirements. Monitor the Service Request System (SRS) daily for reactive maintenance issues and support the Supervisors, Maintenance and Facilities from a systems perspective. Ensure that any emergent issues of a critical nature are effectively prioritized and resolved.

Provide management guidance to the Supervisors, Maintenance and Facilities in a manner that motivates, guides, and directs employees in the realization of departmental goals and objectives. Maintain a work environment that promotes staff participation, teamwork, and positive labour relations.

Make recommendations to Health and Emergency Services Divisional Leadership on maintenance priorities and the allocation of resources (budget, human, physical). Provide technical advice and guidance as required to implement an efficient preventative maintenance program, and to expedite repairs when required.

Facilitate the preparation of and/or prepare reports to County Council, regulatory bodies, and or planning bodies as required. Prepare briefing notes for review by the General Manager, Health and Emergency Services as required.

Provide 24/7 healthcare facilities support across all LTCSS locations including: oversight and management of an on-call program; life safety system management; and ensure emergency systems, supplies and equipment redundancy, while working in collaboration with Operational Leadership and the Emergency Management Department.

Oversee all facilities emergency planning, reporting, communications and testing as per the Fixing Long-Term Care Homes Act (2021), Retirement Homes Act (2010), along with any other applicable legislative requirements. This includes a minimum of 24 annual emergency response exercises across all LTCSS locations.

Maintain orientation and training of staff and oversee their day-to-day scheduling and activities according to County policies and guidelines.

Accountable for maintaining the building safety training across all Long-Term Care Homes and Seniors Campus Continuums. Update the training content as required to ensure compliance with relevant legislation and industry trends.

Assist in the recruitment, evaluation, discipline, and termination of personnel.
-
Accountable for the management of the employee Attendance Management Program for the division to ensure effective human resource management and day-to-day operations; delegating as necessary.

Provide input in the preparation and implementation of the Health and Emergency Services Division’s operating and capital equipment budgets, and capital budgets.
-
Oversee the preparation of tender documents, project drawings, estimates, and contractor selection for the long-term care homes and seniors services housing and facilities.
-
Provide advice and guidance on capital projects within the Health and Emergency Services Division. This includes supporting site inspections, directing contractors in the completion of the related work, monitoring work in progress for adherence to specifications, and reviewing the final inspection reports for any deficiencies in work.

Provide input and ensure compliance with the corporate asset management policies and procedures as they relate to the Health and Emergency Services division.

Purchase materials, supplies, and equipment according to needs, budget limitations across varying budgets and purchasing policy as approved by Operational Leadership in Health & Emergency Services.

Assume responsibility for the monitoring and development of the ground’s maintenance standards across all Long-Term Care Homes, Seniors Campus Continuums, and support Paramedics hub, stations, and posts on an ad-hoc basis. This includes the development and oversight of student and seasonal workers programs for both summer and winter maintenance requirements.

Responsible for effective team-oriented communication processes which involve all aspects of service delivery.

Develop and implement maintenance and facilities policies and procedures, and related occupational health and safety policies and procedures, with input from the corporate health and safety representative. Work collaboratively with the Supervisors, Maintenance and Facilities, to ensure consistency in policies, procedures, and programs across all Long-Term Care Homes and Seniors Campus Continuums.

Provide input to the Health and Emergency Operational Leadership regarding facilities and maintenance related annual goals, objectives and standards.

Develop and maintain effective relationships with other departments and community partners. Ensure effective relationships with contractors, suppliers, consultants, and other stakeholders, as required.

Work collaboratively with Procurement, Fleet, and Property, to ensure County vehicles are maintained in accordance with County policy and procedure. Provide similar support for leased/rented spaces within the Health and Emergency Services Division.

Research industry best practices in relation to building materials and equipment, methods of construction, and energy management. Provide ongoing support and analysis of building systems and equipment, recommend and develop system redesign for greater efficiencies and improved function, in collaboration with the Corporate Maintenance and Facilities team where applicable.

Develop and lead a multi-stakeholder (i.e., community partners, employees, residents) energy management team to drive cost savings at all Long-Term Care Homes and Seniors Campus Continuums.

Develop and implement standardized fire safety code procedures and plans at all Long-Term Care Homes and Seniors Campus Continuums. Ensure that the fire safety code is tested in accordance with County policy and procedure, the Retirement Homes Act, the Fixing Long-Term Care Act, and Ministry of Health guidelines and standards.

Ensure Occupational Health & Safety (OH&S) policies, programs and practices are implemented and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

Participate in and demonstrate an understanding of resident and employee safety principles and practices in all day-to-day activities. Follow all safe work practices and procedures and immediately communicate any activity or action which may constitute a risk to resident safety. Act as the designated Health and Emergency Services division Safety Representative as necessary.

Participate and lead committees, meetings, and projects as required.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

Undergraduate degree in Mechanical or Civil Engineering is required. This job may be considered for educational equivalency in accordance with County policy.

Green belt certification is an asset.

Valid G Class Driver’s License and access to a reliable vehicle.

Certification in an applicable trade (i.e. electrician, plumber, HVAC) is considered an asset.

Must possess Valid Pool and Spa Operator Qualification.

Must be knowledgeable in SAP PM/SAP.

Strong knowledge in basic carpentry and construction, plumbing and heating, electrical, painting, and small engine/equipment repair.

Must be accustomed with door security system(s) and software.
