Reporting to the Manager, FP&A, the Senior Financial Analyst (SFA) plays a key role as a strategic partner to operational leaders, with a strong focus on compensation analysis, and financial stewardship in supporting the organization’s financial operations, planning, and reporting functions. This position is responsible for delivering accurate financial information, supporting strategic decision-making, and ensuring compliance with Ministry and regulatory requirements.
KEY RESPONSIBILITIES
- Accounting Services:
Oversee day-to-day accounting functions including journal entries, account reconciliations, and financial analysis to ensure accuracy and integrity of financial records in accordance with Ministry reporting requirements and Public Sector Accounting Standards (PSAS).
- Budgeting, Financial Planning
- Lead the development, monitoring, and refinement of annual operating budgets, capital budgets, and quarterly forecasts.
- Partner with P&C and program leaders to support headcount planning, FTE and compensation models, vacancy management, and staffing strategies .
- Provide variance analysis, trend insights, and risk identification, particularly related to salaries, benefits and boarding cost.
- Prepare and deliver regular financial reports and dashboards for senior leadership, highlighting key drivers, risks, and opportunities.
- Ensure alignment between HRIS data (e.g., Dayforce) and financial forecasts.
- Data Analytics
- Advanced proficiency in financial modeling, including workforce/compensation models, scenario analysis, and forecasting techniques.
- Strong capability in data analysis and interpretation, with the ability to synthesize large datasets into clear, actionable insights.
- Advanced Excel skills (e.g., Power Query, PivotTables, complex formulas, data modeling)
- Experience building and maintaining financial dashboards and reports using tools such as Power BI, Tableau, or similar.
- Demonstrated ability to work with and reconcile data across multiple systems: ERP (Oracle/CPIN) and HRIS platforms (Dayforce).
- Strong understanding of data integrity, validation, and reconciliation processes, particularly between payroll and financial systems.
- Experience with data extraction, transformation, and automation to improve reporting efficiency and accuracy.
- Familiarity with SQL or other data querying tools is an asset.
- Payroll Oversight:
Support payroll processes by ensuring accuracy, compliance, and alignment with organizational policies and collective agreements. Collaborate with P&C and payroll teams to resolve discrepancies and improve processes.
- BFAC (Board Finance & Audit Committee) Support:
Prepare financial reports, analysis, and presentations for the Board Finance & Audit Committee. Provide clear, concise insights to support governance, oversight, and decision-making.
- Ministry Reporting:
Ensure timely and accurate submission of all required Ministry reports, including transfer payment reporting and compliance deliverables. Maintain strong knowledge of Ministry guidelines and reporting requirements.
- Stakeholder Partnership:
Work closely with internal departments to build financial awareness, support operational decisions, and enhance financial accountability across the organization.
- Process Improvement & Systems Enhancement
- Lead or support initiatives to improve financial processes, internal controls, and report efficiency
- Support optimization and integration of financial and HR systems (e.g., Oracle, Dayforce)
- Drive continuous improvement in data quality, reporting automation, and user experience
- Other duties as assigned.
YOU’LL LIKELY BRING:
- Post-secondary degree in Finance, Accounting, or a related field; CPA/CFA designation (or in progress) preferred.
- 6 + years’ experience in a similar role.
- Strong knowledge of PSAS and public sector financial reporting.
- Experience with budgeting, forecasting, and variance analysis.
- Experience working with payroll processes, HRIS systems, and financial system integrations.
- Strong analytical, problem-solving, and communication skills, with the ability to translate financial data into business insights.
- Advanced Excel skills and proficiency with ERP systems (e.g., Oracle) and HRIS platforms (e.g., Dayforce).
- Ability to manage multiple priorities and meet tight deadlines.
- Knowledge of public sector or not-for-profit environment is an asset.
HOURS OF WORK:
- Monday to Friday each week, primarily between office hours of 9:00 am to 5:00 pm. Working hours may vary, and applicants must be flexible to work outside of standard office hours.
- This position is required to be in person at a minimum of 2 days per week.
