About the role

Under the direction of the Wastewater Planning and Project Delivery Branch Head, the Senior Project Engineer is responsible for the execution, completion and implementation of capital projects in support of the City’s Combined Sewer Overflow (CSO) Program. The project work includes project definition, consultant selection, project management, administration, coordination, start-up and turnover. Projects include engineering studies, designs, construction and contract administration under the City’s CSO Master Plan. The Department will be building intensive construction projects to reduce combined sewer overflows.

The Senior Project Engineer is also responsible for project planning activities that will combine engineering assessment of combined sewer districts with the mandate to reduce combined sewer overflows. The project work includes planning, contract development, reviewing combined sewer system hydraulic modeling work, solution design, phasing of construction, specific construction techniques, financing, and regulator reporting to maintain compliance with the Combined Sewer Overflow Environment Act Licence No: 3042.

As the ***Senior Project Engineer,***you will:

  • Plan and initiate projects to ensure execution and products conform to Department and City-wide broad objectives and needs.

  • Ensure technical approach complies with appropriate standards and conforms to project objectives.

  • Administer capital budgets and expenditures.

  • Administer project schedules.

  • Administer human resources

  • Acquire goods and services from external organizations.

  • Develop and maintain CSO capital project delivery templates and process tools.

  • Develop, initiate and administer risk management procedures.

  • Coordinate project execution, approvals and implementation.

  • Disseminate and receive project information.

  • Ensure compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.

  • Perform other related duties consistent with the position as assigned.

Your education and qualifications include:

  • Bachelor’s Degree in Science (Civil, Mechanical, or Biosystems Engineering).

  • Master’s Degree in Environmental / Civil Engineering is preferred.

  • 7 years prior experience in a field directly related to the duties of the position.

  • Must have knowledge with project management processes for sewer capital projects and related procedures, including: scope definition; project accounting and cost management; scheduling; resource management; risk management; dispute avoidance and dispute resolution.

  • Demonstrated experience with municipal infrastructure, planning, design, hydraulic modeling, construction, and operations, including wastewater collection systems, operations and servicing.

  • Demonstrated experience with construction materials, methods and practices, including job site safety.

  • Must be familiar with relevant municipal government policies and procedures, including purchasing policies, and legal and contractual requirements.

  • Must possess strong computer skills, including Microsoft Office, Microsoft Project and related applications.

  • Must have strong demonstrated problem solving and analytical abilities.

  • Demonstrated ability to manage multiple time constraints and prioritize workloads.

  • Demonstrated ability to communicate effectively, both verbally and in writing. Must have demonstrated technical and non-technical verbal communication ability. Must be proficient at technical writing.

  • Must have strong interpersonal skills, including leadership and the ability to work in teams, facilitate teambuilding, conduct meetings and possess strong negotiation skills.

  • Must demonstrate an ability to provide direction effectively and efficiently in the planning and scheduling of work.

  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

  • Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the area of work.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

  • A Police Record Check satisfactory to the employer will be required from the successful candidate, at their expense.

  • Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.

  • Professional Engineer designation and eligible for registration with Engineers Geoscientists Manitoba, (E.G.M.).
