Purpose:
The Director of IT Delivery leads the planning and execution of technology initiatives across the organization to improve service delivery, operational efficiency, and digital capability. This position is accountable for ensuring that IT projects and programs are delivered on time, within scope, on budget, and in compliance with public sector policies and mandates. The Director will play a critical role in enabling modernization efforts, including digital services, cybersecurity, and infrastructure renewal

Job Responsibilities:
Program & Project Delivery
-
Lead the execution of IT initiatives aligned with the organization’s digital strategy, including upgrades to ERP, financial, HR, and citizen-facing platforms.

Oversee the delivery of cross-departmental technology projects through internal teams and external vendors.
-
Ensure effective project management disciplines (Agile, hybrid, or Waterfall) are followed and adapted to project types.
Governance & Compliance
-
Establish delivery standards and practices that comply with applicable government frameworks (e.g., TB policies, ITSG, provincial directives).
-
Monitor risk, privacy, and security requirements in collaboration with the CIO, cybersecurity teams, and legal/risk departments.
-
Prepare regular delivery updates for executive leadership, audit committees, and external oversight bodies when required.
Stakeholder Engagement
-
Work closely with business units to translate strategic needs into scoped delivery plans.
-
Support change management, training, and stakeholder communications for major system changes.
-
Act as a liaison with provincial or federal partners and intergovernmental committees on joint IT delivery efforts.
Vendor & Contract Management
-
Oversee RFP processes and procurement of services, ensuring vendor performance is aligned with service level agreements.

Lead vendor evaluations, negotiations, and compliance monitoring.
People & Performance Leadership
- Lead a multidisciplinary delivery team, including project managers, business analysts, and implementation consultants.
- Coach, mentor, and support professional development for team members.
- Promote a collaborative, service-oriented, and accountable culture.
Qualifications:
Education & Experience
- Bachelor’s degree in Information Technology, Business Administration, Public Administration, or a related field.
10+ years of progressive experience in IT project/program delivery, including at least 3 years in a leadership role.

Experience delivering public sector IT projects is strongly preferred.
Skills & Competencies
- Solid understanding of public sector procurement, budgeting, and regulatory environments.
- Expertise in delivery methodologies (e.g., Agile, PRINCE2, PMI, ITIL).
ability to navigate political, regulatory, and multi-stakeholder environments.

Strong communication skills with the ability to brief executive leadership and elected officials.

Technical Acumen: Understands IT systems, platforms (e.g., Azure, AWS), cybersecurity, software development lifecycles, and enterprise architecture.

Leadership & Strategy: Experience leading high-performing teams and shaping delivery strategy in alignment with business goals.

Methodologies: Deep understanding of Agile, Scrum, SAFe, ITIL, or hybrid delivery frameworks.

Communication: Able to communicate with executives and engineers alike.
Preferred Certifications:
- PMP, PRINCE2, or equivalent project management certification.
- ITIL Foundation or higher.
- Agile or Scrum certification (e.g., Certified Scrum Master, SAFe).
