The project: The Commercial Manager / Cost Control Lead provides commercial management, cost control, and financial governance support throughout the construction phase of a major infrastructure or built‑environment project.

Working closely with the Contract Administrator, Project Leader / Project Manager, and wider project team, the role is responsible for establishing and maintaining robust cost control, change management, and commercial reporting processes. The position supports informed decision‑making through accurate forecasting, cost analysis, and transparent reporting, within formal public‑sector or highly governed delivery environments.

Key responsibilities

  • Lead cost control and commercial management activities during the construction phase.

  • Assess contractors monthly application for payment and make recommendation to the client

  • Establish and maintain project cost plans, budgets, and cost control structures.

  • Monitor actual costs against budgets and forecasts.

  • Prepare regular cost reports, cashflows, and forecasts.

  • Maintain cost registers, change logs, and commercial risk registers.

  • Identify cost trends, risks, and opportunities and provide early warning to the project team.

  • Support commercial close‑out activities, final accounts, and post‑completion reporting.

  • Support the Contract Administrator with:

  • Change assessment and valuation

  • Commercial input to variations, compensation events, and claims

  • Payment certification and financial evaluations

What You’ll need to have

  • Proven experience in commercial management or cost control on complex construction or infrastructure projects.
  • Proven experience in material take off and estimating techniques
  • Strong understanding of construction commercial practices and cost management processes.
  • Experience working within public‑sector, regulated, or highly governed environments.
  • High attention to detail and strong analytical capability.
  • Ability to communicate commercial information clearly to non‑commercial stakeholders.
  • Capability to manage multiple cost and change items concurrently.

You’ll also have

  • Degree in quantity surveying, construction management, engineering, or a related discipline.
  • Professional commercial or cost management qualification (or working towards).
  • Strong Excel and cost reporting capability.
  • Experience supporting change management and contractor payment processes.
  • Commercial judgement and the ability to balance contractual compliance with practical delivery considerations.

Note: The estimated salary for this position is 130,000-180,000 CAD. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
