About the role

The Senior Business Analyst plays a crucial role within the Business Relationship and Project Management Branch, supporting the Business Relationship Management Lead and client departments. This role focuses on building strong, collaborative relationships between Information Technology Services (ITS) and various County departments to enhance service delivery. Responsibilities include business analysis, project management, and providing advisory services to ensure the development of high-quality, cost-effective solutions. The position also involves problem-solving, systems thinking, and facilitating communication across all levels to address complex issues and deliver impactful solutions.

Key Responsibilities:

  • Maintain and improve organization-wide service delivery by identifying, analyzing, and validating business needs of client departments
  • Partner with departments to maximize the benefit of Information Technology investments and assist with the implementation of new systems using communication, analytical, and problem-solving skills
  • Gather business and user requirements through workshops, surveys, site visits, use cases, and other methods to ensure accurate understanding of needs
  • Create process models, specifications, diagrams, and charts to prototype solutions and related processes, facilitating effective change within the department
  • Research and evaluate technical solutions in the marketplace and identify best practices from other municipal jurisdictions to meet business needs
  • Develop and execute test plans to ensure business requirements, technology goals, and performance standards are met
  • Coordinate and/or lead project to implement solutions to meet business outcomes
  • Develop and maintain an expert level of knowledge and skill in the areas of business analysis, continuous improvement and existing/emerging technologies to determine and provide optimal business and technical options and recommendations
  • Oversee daily operations to ensure compliance with ITS policies and audit requirements

Qualifications and Skills:

  • Diploma or Degree in Computing Science, Business Administration or other related discipline, with 3 to 5 years of directly related IT experience primarily focused on business analysis
  • 3 years of experience in managing projects along with formal Project Management training, or 5 years of experience in managing projects without formal training is preferred
  • Extensive directly related experience with business and technical requirements analysis, elicitation, business process modelling/mapping, and testing
  • Knowledge of the principles & practices of GIS and spatial analysis is considered an asset
  • ITIL, Prosci Change Management and/or PMP certifications would be considered assets
  • Ability to create systematic and consistent requirements specifications in both technical and user-friendly language
  • Ability to define functional business requirements and processes for disparate departments with varying levels of complexities and dependencies
  • Excellent writing skills to produce professional quality communication material suited to its purpose and audience; ability to develop and present formal/informal recommendations
  • Ability to build and maintain relationships, communicate and collaborate with stakeholders and communicate progress and risks
