In this role, you will get to be responsible for the oversight of 600 to 1000 referral and partnership agreements with a focus on financial and service performance and accountability/compliance relative to specific key performance indicator targets under each agreement.
Toronto Community Housing’s mandate to provide landlord services is supported through the development of partnerships which leverage resources, services, and supports for our tenant population. The Programs and Partnerships unit is ultimately accountable to develop and implement strategic plans that enhance access to services and programs, ensuring the organization’s vision, mission and values are effectively conveyed and operationalized through partnerships that meet the needs of tenants.
Under the direction of the Programs and Partnerships Director, the Manager develops, implements and evaluates strategic partnership initiatives which improve housing stability for those residents facing barriers related to complex mental health and substance use issues, diminished capacity, physical or intellectual impairments, a history of street homelessness or other difficulties that contribute to a heightened risk of eviction.
The Manager is a subject matter expert and corporate resource on best practices in this area and is responsible to identify, develop, implement and evaluate strategic initiatives and partnerships to improve the capacity of the corporation to provide excellent customer service and specialized supports for residents facing vulnerability. In this role you will support TCHC's tenant focused culture!
What you’ll do
Research, Strategy, and Process Development
- Lead team’s operational planning process, development, documentation and implementation of frameworks and business processes to deliver partnership development strategy for 600 to 1000 current and new agreements. This includes leasing strategies, monitoring, compliance, and performance evaluation for head leases, use of space applications, and referral agreements which assist property operations so the organization can deliver its core mission.
- Analyze and interpret funding, service capacity, and needs trends in community mental health, substance use and related disciplines and current knowledge of legislation related to social housing, mental health, substance use, vulnerability and accessibility.
- Coordinate with local LHINs, TCHC business units, and other partners to identify gaps in services for tenants and strategizes to develop innovative service delivery models.
- Utilizing well developed project management and organizational skills lead and participate in TCHC work groups, teams and committees to develop and revise related policies, guidelines, procedures and processes.
Stakeholder Engagement and Partnership Development
- Continually look for value-add opportunities through the development and coordination of strategic partnerships and joint service planning in collaboration with other business units/divisions and external agencies
- Facilitate consultation with stakeholder groups to identify service needs, gaps, and service delivery models to meet tenant needs and corporate objectives.
- Lead the preparation of funding proposals, business cases and resource development activities to secure external resources.
- Act as the primary liaise between TCHC (AM, RCS, Legal, Finance) and external partners (EMS, TPS, TFD, agencies, LHINs, legal clinics, sector-tables and politicians) as required to develop and implement partnership and compliance strategies
- Negotiate partnership agreements with a strong emphasis on deliverables, KPIs, compliance, and evaluation. Engage support divisions (Legal, AM, Commercial, etc.) to finalize contract/lease processes.
- Manage on-boarding process for all third-party service providers and communicates partnership decisions to internal parties as required and files documentation.
- The role is responsible to work with Commercial to generate revenue through Use of Space, referral and head lease agreements of approximately $4.5M.
Third-Party Monitoring and Compliance
- Provide oversight of the third-party service agencies, and is focused on service performance and accountability relative to specific key performance indicator targets under contract, benchmarks to other contract agreements and industry standards.
- Complete an ongoing review of work at identified intervals and complete evaluation of performance.
- Develop, implement and monitor resident support partnerships, initiatives, systems, policies and procedures in a project management capacity.
- Coordinate with Regional Managers to ensure third-party service providers are in compliance with Use of Space agreements. Address issues with third-party service providers.
- Perform audits on agreements to ensure that key performance indicators are achieved as specified within each agreement.
Evaluation
- Review and analyze monthly/quarterly reports to ensure external partners are in compliance.
- Evaluate ROI and value added of service provision relative to agreements and internal KPIs (anti-social behaviour, emergency calls, complaints, arrears, etc.).
- Determines course of action of how to proceed with current partnerships, re-negotiates agreements as required.
- Conduct internal performance monitoring to strengthen impact, enable innovation and ensure alignment with TCHC strategic goals.
- Address performance and compliance issues on on-going basis.
Documentation and Data Management
- Once implemented, manage the Contract Repository for all third-party related documents including Contracts/Leases, compliance orders, and policies pertaining to Toronto Community Housing.
- Provide follow-up and manage status of agreements and diplomatically manage un-actioned items with third-party service providers, legal, commercial services, etc.
- Manage access to partnership database and ensure appropriate controls are in place for reading or writing access
Reporting
- Communicate agreement decisions to internal parties as required and files documentation.
- Develop required documents to support the approval of partnership agreements.
- Develop customized reporting required for CEO, Board Subcommittee(s) and Board, etc.
- Prepare regular reports and updates on resident support activities and initiatives to ELT, TCHC Board, government bodies and sector tables.
- Ensure timely reporting of performance measurement statistics.
- Manages and reports on contract/lease/agreement expirations, ensuring ample time for the application of a formal negotiation/renewal process.
What you’ll need
- University degree in Social Work, Social Services, Public Policy, Humanities, or Health.
- Minimum 5 years of experience working in a health, social service or community-based setting focused on collaborative service delivery.
- Project management with emphasis on contract compliance and evaluation.
- Proposal writing for funding.
- Knowledge of the principles and practices related to the delivery of program and services for vulnerable and diverse clients living in social housing or poverty.
- In-depth knowledge of legislation affecting social housing, mental health service provision, and building/property standards.
- Strong customer service, negotiation, and partnership development and evaluation experience.
- Knowledge of Toronto Community Housing programs, policies and core values.
- Knowledge of the principles, practices, and techniques related to the delivery of community services programs including community development, social services, and mental health.
- The role will require extensive travel throughout the City of Toronto and the GTA.
- Attend evening and weekend meetings/functions that support company initiatives.
- Available to respond to emergencies and emerging issues.
