The Opportunity

The main function of the Recruiter is to seek out, screen and interview applicants to fill existing and future job openings. This position requires well established organizational skills, a high level of motivation and energy, excellent communication skills and a desire to work in a fast-paced team environment. The position is responsible primarily for casual recruitment, including bulk seasonal hiring.

The position reports into the Manager HR Advisory Services with a dotted line reporting to Manager Community Programs and Services for Seasonal Casual recruitment.

Accountabilities

  • Facilitate the recruitment and selection process in collaboration with hiring managers and departmental representatives
  • Ensure recruitment and selection activities are carried out in accordance with applicable legislation, established policies and procedures and recruitment best practices
  • Generate job postings based on departmental staffing requirements in order to attract and build a pool of qualified candidates
  • Support the candidate selection process by screening applicants based on job requirements, coordinating and conducting interviews, conducting reference checks and making hiring recommendations to division managers in order to obtain top talent
  • Utilize the City’s applicant tracking system to progress candidates through the selection and hiring stages up to and including electronic job offer and maintain electronic records of recruitment activity
  • Coordinate the collection of all new-hire documentation and provide timely and accurate information to all internal stakeholders to ensure seamless processing within HRIS as well as efficient employee onboarding
  • Update causal recruitment procedures, forms and templates and other processes as required
  • Contribute to overall effectiveness by performing other duties as required

Qualifications

  • University Degree or 3 year college Diploma in Business (human resources concentration preferred) or related field from a recognized University or College program.
  • Minimum of 2-4 years’ experience with full life-cycle recruitment in a fast-paced environment, including management of multiple high-volume roles simultaneously
  • Experience recruiting in a municipal or public sector environment considered an asset.
  • Experience with behavioral based interviewing and assessing candidate qualification based on identified competencies.
  • Experience and knowledge of other selection models and tools other than interviews will be considered an asset.
  • Familiarity with relevant employment law including Labour Standards and Human Rights legislation.
  • Experience using Applicant Tracking Software
  • Proficiency in Microsoft Office Suite
  • RPR or CPHR designations considered an asset.

The successful candidate must possess effective Communication skills and ability to effectively interact with staff, managers, and candidates; effective organization and planning abilities with strong attention to detail and the ability to establish priorities to effectively manage multiple activities simultaneously.

Working Conditions

This position requires use of a personal vehicle/access to a vehicle for business purposes as frequent travel throughout the City is necessary to carryout duties.

Hours of Work

Monday to Friday 9:00 am - 4:30 pm (33.75 hours per week)
