DUTIES:
Reporting to the Senior Manager/Deputy CIO – Technology Strategy & Operations, the Administrator, Corporate Radio System is responsible for the strategic, administrative, technical, and financial oversight of the City of Windsor’s Radio System, which supports critical operations for Windsor Police Services, Windsor Fire and Rescue Services, Transit Windsor, Windsor International Airport, Canada Border Services Agency, other City departments, external agencies, and neighboring municipalities. The Administrator leads the strategic planning and ongoing evolution of the Corporate Radio System to meet public safety and operational needs. They are responsible for managing the radio technical infrastructure to ensure continuous up-time and optimal performance for all stakeholders. This role includes administering Corporate Radio System security protocols, with broad system administration responsibilities. The Administrator is also responsible for coordinating emergency preparedness and response plans to ensure system reliability during crises.The Administrator develops and manages the Corporate Radio System budget, including long-term forecasting and financial reporting. They lead procurement activities in compliance with municipal purchasing bylaws and oversee vendor relationships, service agreements, and contracts. The Administrator also liaises with internal departments, external agencies, and vendors to ensure system capabilities meet operational and security requirements. The position requires coordinating with technical staff across Information Technology, Police, Fire, and partner associations, assembling cross-functional teams for project delivery, and ensuring compliance with City of Windsor policies, legislation, and health and safety standards. This position supports the mission-critical Corporate Radio System, which operates twenty-four hours a day, seven days a week, ensuring the integrity, security, and performance of one of the City’s most essential public safety assets. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. Will perform other related duties as required.
QUALIFICATIONS:
- Must have a Master’s Degree in Computer Science, Information Technology, Engineering, Electronic Technology, Telecommunications or an Ontario Ministry of Education equivalency, and a minimum of four (4) years of experience in a technology services position and/or P25 radio system administration.
- OR Must have a University Degree in Computer Science, Information Technology, Engineering, Electronic Technology, Telecommunications or an Ontario Ministry of Education equivalency, and a minimum of six (6) years of experience in a technology services position and/or P25 radio system administration.
- OR Must have a post-secondary school community College diploma in Computer Science, Information Technology, Engineering, Electronic Technology, Telecommunications or an Ontario Ministry of Education equivalency and over ten (10) years of experience in a technology services position and/or P25 radio system administration.
- Must have experience managing budgets of significant size or complexity;
- Must be able to manage multiple projects simultaneously and support complex, mission-critical systems;
- Must be able to work independently and also effectively manage and motivate a team of diverse individuals;
- Must be able to deal professionally with individuals in high-pressure situations;
- Must be able to interpret complex problems and solutions and explain them in clear, non-technical terms;
- Must have effective oral and written communication skills including the ability to present technical data and provide recommendations or presentations to decision makers;
- Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
- Must have a proficient understanding of radio frequencies and related issues, formal training in P25 radio system administration is preferred;
- Working knowledge of the Motorola Private Radio Network Management (PRNM) Suite would be an asset;
- Additional education related to radio communications will be considered an asset;
- Experience with emergency communications or public safety operations will be considered an asset;
- Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
- Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position.
