The Opportunity: The Associate Area Manager, Water and Wastewater Operations is responsible for supporting the effective
operation, maintenance, rehabilitation, and continuous improvement of Muskoka’s water treatment, storage
and distributions systems and wastewater collection, treatment and disposal systems, with a primary focus on
the delivery of state-of-good-repair projects and minor capital improvements.
What you will do:
- Manage and develop employees in a manner consistent with District values, policies and procedures,
including selection, work scheduling, training and performance evaluation.
- Analyze asset condition data, work history, inspection findings and system risks, and translates those
findings into prioritized state-of-good-repair projects, rehabilitation initiatives, and capital budget
recommendations.
- In collaboration with the Area Managers, Chief Operators, and Asset Management staff, prioritize and
coordinate maintenance, rehabilitation, and renewal activities based on risk, regulatory requirements,
asset criticality, and operational impact, while minimizing service disruption.
- Lead and coordinate the planning, scoping, design, tendering, construction, and contract administration
of state-of-good-repair projects and minor capital works.
- Oversee the work of contractors and consultants by conducting inspections, confirming compliance with
contract documents and regulatory requirements, and approving work progression and completion.
- Conduct site inspections to assess asset condition, confirm scope, support troubleshooting, and
coordinate with internal staff and contractors to ensure work meets operational, safety, regulatory
expectations and project milestones.
- Track maintenance and project milestones, monitor progress, identify barriers, recommend corrective
actions, and provide status updates to the Director, Area Managers and Capital Project Staff.
- Work collaboratively with operational leadership and subject matter experts to support the
development, monitoring, and continuous improvement of maintenance strategies, work plans, working
collaboratively to ensure alignment with regulatory requirements, Environmental Compliance Approvals,
District policies, and industry best practice.
- Draft or update procedures to reflect new equipment, technologies, regulatory changes, and lessons
learned from operational events.
- Provide technical support and structured problem-solving assistance to operations staff for complex or
recurring system issues.
- Assist with preparation, monitoring, and control of operating and capital budgets related to assigned
projects and programs.
- In collaboration with operational leadership and Asset Management staff, develop and track key
performance indicators (KPIs) related to maintenance planning, asset renewal, risk reduction, and
project delivery, and prepare performance reports identifying trends, gaps, and recommended
corrective actions.
- Undertakes standby duties on a rotational basis as required.
- May act as Overall Responsible Operator (ORO) if assigned and in accordance with regulatory
requirements.
- Perform related duties as assigned.
What you will need:
- Graduate of a three-year community college diploma program in engineering technology,
environmental technology, public works, water/wastewater, or a related field, or an equivalent
combination of education and experience.
- Minimum five (5) years of progressively responsible experience in water and wastewater operations,
infrastructure management, asset management, or related municipal services.
- Demonstrated knowledge of provincial and federal environmental legislation, municipal infrastructure
standards, and water and wastewater system operations.
- Strong project management, organizational, analytical, written, and verbal communication skills.
- Demonstrated ability to work collaboratively across disciplines and manage multiple priorities.
- Proficiency with computer-based tools including asset management systems, maintenance
management systems, project tracking, and standard office software.
- Valid Ontario Driver’s License.
