Job Profile Under the general direction of the City Assessor / Director of Assessment and Taxation, the Manager, Taxation and Finance is responsible for strategic taxation revenue forecasting and budgeting, and the effective and efficient billing, collection, processing, maintenance, and customer service of all taxation revenue streams for the City of Winnipeg totaling approximately $1.4 billion annually.

The Manager, Taxation and Finance is responsible for coordinating all financial aspects relating to the Assessment and Taxation Department in accordance with the controllership function and the corporate centralized controllership operation. The Manager, Taxation and Finance is also responsible for all administrative functions relating to the operation of the Assessment and Taxation Department.

The incumbent is a critical member of the Departmental Management Committee and is responsible for bringing forward financial, human resource management, and facilities / equipment issues to the attention of the entire management team and is expected to actively participate in maintaining the overall effective strategic direction of the Assessment and Taxation Department.

As The Manager Of Taxation And Finance You Will

  • Develops and maintains a strategic taxation revenue plan, develops and implements systems to effectively monitor these plans, and produces information critical to the City of Winnipeg’s financial operation related to these critical taxation and revenue streams.
  • Is responsible for, and ensures the accurate, efficient, and effective billing, collection, customer service, and processing of all tasks related to the various taxation revenue streams.
  • Oversees the calculation of all school division and municipal mill rates, the analysis of tax rates determining the impact on taxpayers, and recommending policies to appropriately deal will the effects of tax rates then administering any such approved programs.
  • Prepares required taxation related reports and By-Laws for the consideration of the appropriate standing policy committee, Executive Policy Committee, or by Council. And reviews and recommends changes to legislation with respect to taxation matters.
  • Coordinating with the centralized controllership operation for the preparation of the Assessment and Taxation Department’s operating and capital budgets and monitors these budgets and reports in accordance with the controllership function. In coordination with the centralized controllership operation develops and maintains management reporting systems for budget/expenditure control and cost control.
  • Liaises with Federal and Provincial governments regarding property tax grants and grants in-lieu of taxes. Liaises with business/citizen groups regarding taxation issues.
  • Provides leadership and guidance to all division staff and other departmental staff.
  • Participates as an active member of the Departmental Management Committee.
  • Responsible to ensure that the physical assets of the Department are maintained in accordance with lease agreements, health and safety standards, and operational needs.
  • Acts as City Assessor / Director as required.

Your Education And Qualifications Include

  • Bachelor’s Degree in Commerce or Business Administration.
  • Professional Accounting Designation (CPA) in good standing.
  • Three (3) years previous experience
  • Demonstrated leadership, managerial, organizational, analytical and decision making abilities.
  • Demonstrated ability to work in a political and public management environment.
  • Applied knowledge of current public management principles, alternate service delivery approaches, and business and strategic planning processes, including current and capital budgeting and related management techniques.
  • Knowledge of modern assessment and taxation methodologies and techniques.
  • Knowledge of the Municipal Assessment Act and relevant sections of the City of Winnipeg Charter, and other relevant provincial and federal legislation related to taxation.
  • Demonstrated strong interpersonal skills, including communication, orally and in writing, public presentation and formal reporting capabilities, facilitation, collaboration and team building skills.
  • Demonstrated ability to provide effective leadership; to work with a minimum of supervision; to delegate work and responsibility; to motivate staff; and to maintain a harmonious and cooperative work environment.
  • Ability to manage rapidly changing priorities in a complex business environment.
  • Thorough knowledge of Generally Accepted Accounting Principles as they are applied in the public sector.
  • Demonstrated ability to use a computer and associated accounting and other office productivity software.
