Job Description:

Position Overview: As a member of the People Services portfolio and reporting to the Manager, Scheduling and Workforce Optimization, the Lead will champion workforce design and optimization practices to sustain SHN’s highly skilled and diverse workforce. The Lead uses their technical expertise and collaborative approach to ensure SHN operational leaders understand their staffing model, project their workforce needs, and monitor overall performance. The Lead will work closely with the Scheduling and Workforce Optimization Partner and Human Resources Business Partner teams to inform changes to master schedules. Through their work, the Lead promotes the provision of high quality jobs across Scarborough Health Network.
Analytics and Reporting: Working in an integrated team with the HRIS Specialist and HR Business Partners, the Lead will engage key stakeholders to establish a data-driven approach to workforce analytics. Leveraging HR and scheduling systems, the Lead will develop metrics to characterize our workforce and measure workforce performance across the hospital network. To support this work, key stakeholders will be engaged to develop KPIs and establish unit-specific targets in areas such as overtime, turnover, and recruitment. The Lead will create reporting tools to effectively communicate the findings, assist in stakeholder understanding, and support efforts for improvement.

Workforce Design: The Lead will utilize available data to understand and generate recommendations to transform and sustain the SHN workforce. The Lead will incorporate internal and external labour market trends in order to proactively support unit leaders to maintain effective staffing models. For example, this position will make recommendations for the efficient use of relief staff and offer strategies to optimize the full time, part time and casual mix. The Lead will establish computer models to enable scenario planning, evaluate changes to operating models, and plan training and recruitment. In partnership with key stakeholders, including the HR Business Partners, the Lead supports workforce planning efforts for short- and long-term operational changes.

Workforce Optimization: Building on effective data structures and metrics, the Lead will utilize operations research techniques to enable better utilization of SHN’s workforce. Applications may include evaluating new coverage models (resource teams, sub-pools) and automation of staffing decisions. The Lead will synthesize findings and assist in building business cases to support recommended changes.

Requirements:

  • Bachelor’s degree required (Engineering, Health Administration, Business Administration, Human Resources or similar preferred).
  • Master’s degree in above or similar field and/or healthcare related certifications are an asset.
  • Minimum of three (3) years’ related experience required.
  • Minimum 2 years of workforce design or optimization in a unionized acute care setting is preferred.
  • Proficiency with data science/machine learning tools, and Microsoft Excel required.
  • Experience with advanced analytics, operations research, and simulation preferred.
  • Experience with data management in Power Query and Power BI preferred.
  • Knowledge of UKG or other electronic scheduling systems an asset.
  • Project management experience an asset.
  • Experience developing financial business models to support recommendations an asset.
  • Demonstrated acumen in leading diverse teams an asset.
  • Demonstrated commitment to on-going learning and professional development.
  • Demonstrated strength in communication, change management, inclusivity, and innovation as part of a diverse team required.
  • Knowledge of organizational culture and functions.
  • Demonstrated ability to advance multiple streams of work, and troubleshoot with critical and creative thinking ability.
