The Ministry of Advanced Education is seeking a proactive, analytical, and resourceful team player to work within the Business Systems and Information Management (BSIM) branch. Reporting to the Director of Information and Risk Management, the Manager Integrity Services will play a critical role in protecting the integrity of Saskatchewan’s student financial assistance program.

This position is important in oversight functions that safeguard public funds and uphold obligations under privacy laws and agreements. In this role, you will ensure robust internal controls, investigate potential fraud, and oversee compliance with the Freedom of Information and Protection of Privacy Act (FOIP) and related regulations. Our ideal candidate is a results-driven leader who is attentive to detail and capable of handling complex investigations while fostering an environment of accountability, collaboration, and continuous improvement.

The BSIM branch supports the Ministry’s student financial assistance programs by ensuring strong information systems, effective risk controls, and compliance oversight. Working with internal partners and external oversight bodies, the branch maintains high standards of program delivery, safeguards personal information, and promotes a culture of integrity and accountability in service to students and the public.

Primary responsibilities include:

  • Lead fraud investigations for student aid programs, developing proactive strategies and using data-driven techniques to detect, investigate, and resolve cases of potential fraud or misuse of funds.
  • Coordinate with law enforcement and oversight agencies on complex integrity issues, preparing evidence and liaising with police, auditors, or other regulatory bodies to pursue wrongdoing and recover funds when appropriate.
  • Advise on privacy and complete privacy impact assessments, respond to privacy breaches, and implement best practices in handling personal information.
  • Develop and implement integrity and privacy policies and procedures. Create frameworks and guidelines for program integrity (fraud prevention, detection, and investigation) and privacy management. Provide training and advice to staff to promote awareness and compliance.
  • Conduct internal control assessments and data-driven fraud detection activities, evaluating the effectiveness of financial and program controls within student aid systems, identifying vulnerabilities or gaps, and recommending improvements in line with provincial financial management requirements and the Canada–Saskatchewan Integrated Student Loan Agreement.
  • Support major IT projects with privacy and integrity oversight, review new system implementations or process changes (e.g., enhancements to student aid management systems) to ensure adequate internal controls, privacy safeguards, and audit trails are built into design and deployment phases.

Qualifications and Skills (Ideal Candidate):

To be successful in this position, you will possess:

  • Extensive experience in fraud investigations and risk management, with the ability to analyze complex financial data, identify irregularities, and lead investigative processes to address fraud or program abuse.
  • Experience working with law enforcement or regulatory investigators, demonstrating an understanding of how to collaborate on investigations that may lead to legal action, and familiarity with criminal or administrative processes related to fraud. This includes attention to detail, experience in records management, and working within government organizations.
  • Strong understanding of privacy compliance and FOIP regulations, including practical knowledge of The Freedom of Information and Protection of Privacy Act and best practices in privacy protection; completion of an Information Access and Protection of Privacy (IAPP) Certificate is preferred.
  • Familiarity with Government of Saskatchewan financial systems and student aid programs, such as experience with governmental accounting or payment systems, and insight into how student loans and grants are administered, which will help in designing effective controls and understanding the program context.
  • Ability to articulate complex issues and recommendations to senior leadership and non-technical audiences, write clear reports/policies, and maintain detailed documentation of investigations and decisions.

Typically, the knowledge and abilities required for this position would be obtained through a related post-secondary degree (e.g., in business administration, public administration, law enforcement, or a related field) combined with several years of relevant work experience in investigations, audit/compliance, and privacy management roles. Professional certifications in fields such as privacy protection, fraud examination, or risk management (e.g., IAPP certification, Certified Fraud Examiner, etc.) would be considered assets.
