About the role
Client: Province of New Brunswick Department: Department of Health Business Days: 720 days ** Closing Date/Time: October 29th, 2025, 10:30 AM EST Office Location: In Fredericton, Hybrid Estimated Work Start Date : 03-Nov-2025 Estimated Work End Date: 02-Aug-2030 Standard Hours per day: 7.5 hours work day Note Office space with current technology and access to necessary information will be provided in HSBC Place, Fredericton, NB for the duration of the engagement.
The proposed resource is required to work at the office in Fredericton for the duration of onboarding to the project (approximately 2 weeks, negotiable). After onboarding, the Department is willing to consider a hybrid work arrangement where the proposed resource will be required to work in the Fredericton Office a minimum of 2 days per month (negotiable). Remote employees are required to coordinate with their teams and adhere to the established working hours of the team.
Deliverables Responsibilities The Intermediate Business Systems Analyst's will be supporting a variety of Community eHealth initiatives, primarily the Provincial EMR Program as well as projects aimed at supporting the Department of Health's Provincial Health Plan priority to Create a Connected System. Responsibilities will include:

Creating, Maintaining and Updating Release Management documentation for RHA Managed EMRs

Manage hot fix, urgent prod issues
-
Create test cases
-
Develop and execute Release testing plans
-
Ensure proper testing is completed, regression testing
-
Ensuring approvals, communications, deployments, notifications are coordinated
-
Performing and ensuring production validation checksFacilitate internal and external stakeholder meetings to gather Release requirements

Collaborating with Internal and External Stakeholders (NBMS, FMNB, RHAs, SNB, EMR Vendors, NB Health Link) to ensure successful completion of the deliverables.

Working with the Provincial EMR Program resources, the RHAs, SNB, and Intrahealth to define a Forms Management process and standardized form nomenclature and deployment.

Providing BA expertise in areas related to the Provincial EMR Program and related Provincial Health Plan initiatives.

Providing user support and guidance on the use of RHA Managed EMRs for practice optimization within the RHA EMR sites.

Creating Training Documentation and materials as needed and guided by clinical engagement feedback and change management plans

Maintaining and updating operational documentation

Documenting vendor engagement, release management and quality assurance processes

Working with the various initiatives under the Provincial Health Plan - Access to Primary Care in several Business Analysis capacities (eliciting business requirements, facilitating workshops, documenting user stories, business processes and standard operating procedures)
The individual will be required to sign a non-disclosure agreement and complete the Department's Privacy Training prior to commencing the assignment.
Requirement Detail/Qualifications Business Systems Analyst
- Must have knowledge and experience in the use of information and communications technologies.
- Must have knowledge and experience in strategic planning and change management.
- Will lead and/or participate in grant and research proposal writing, presentation(s)
- Will lead and/or participate in the development and presentation of business/value cases.
- Will lead and/or participate in the development of business requirements to support business/value cases
- Liaison (representation) for the organization on regional, provincial and national committees.
- Must have excellent communication skills (oral and written) including the preparation of research and grant proposals.
- Will assist in the development and implementation of solutions to meet the strategic objectives and goals
- Possess experience in stakeholder management and collaboration
- Contributes business perspective to project teams
Supervision
- May work independently or under the general supervision of a Program Director
- May direct the work of other business and/or systems analysts.
