How you will contribute as part of the TRCA team:
The Program Manager works in collaboration with various TRCA teams, federal, provincial, and municipal partners, stakeholders, and First Nations and Indigenous communities to provide program management and oversee Toronto and Region Remedial Action Plan (RAP) program. This role focuses on managing relationships with stakeholders while providing program specific expertise. This position reports to the Senior Manager, Watershed Planning & Reporting team.
Major Responsibilities:
- Responsible for managing the planning, development and implementation of multi-stakeholder programs related to Toronto and Region Remedial Action Plan (RAP).
- Leads and manages all aspects of program development and execution.
- Designs and guides strategic community and/or stakeholder engagement strategies.
- Prepares, manages and controls program budgets and financial reporting.
- Leads the development of program materials and resources with input from internal and external stakeholders.
- Engages and works in collaboration with program staff, TRCA divisions and external partners, stakeholders, working groups or committees to maximize resources and program impact.
- Oversees the work for contractors or consultants.
- Prepares, in conjunction with the procurement team, procurement documents, contract agreements; develops Request for Proposals (RFP) with proficiency and evaluates proposals.
- Oversees the coordination and drafting of grant applications and funding proposals for specific projects, including non-traditional funding sources and partnerships to achieve mutual objectives.
- Maintains current knowledge of program area, funding and partnership approaches and infuses innovation into program enhancements.
- Evaluates program delivery effectiveness and efficiencies and undertake ongoing improvements. This involves tracking industry best practice and programs in relation to targeted indicators and outcomes.
- Preparation of reports, memos, technical briefs, magazine articles, web postings and/or delivery of presentations related to program.
- Provides technical expertise and supports the identification, mitigation and/or implementation of program risks and liabilities, collaborating with Senior team members to forecast potential road blocks.
- Maintains existing professional contacts and positive relationships with internal and external stakeholders, public, federal, provincial, and municipal partners, and First Nations and Indigenous communities.
- Builds and maintains relationships with various industry partners with a focus on growing programs and/or community engagement opportunities.
- With guidance, negotiates and oversees the agreement process for external partnerships and stakeholders related to programming.
- Manages and hosts training events, workshops, community events, or seminars related to program area.
- Participates in internal and external committees and teams.
- Leads a team in daily / weekly duties within a business unit/division or at a site, delegating tasks and supporting the development of the people on the team.
- Leads a team of staff and ensures that team members understand expectations; communicates schedule, tasks and discusses priorities of items.
- Communicates with team members regularly to assess workload and status of activities, amends work and reassigns staff as needed to direct workflow and accommodate for any situational circumstances.
- Supports onboarding and provides on the job training and support as needed for individuals; also identifies any gaps in or potential improvement areas for training, development, process, resources, or procedures.
- Manages employee performance and individual team performance.
- Supports a culture of workplace equity and inclusion that celebrates diversity.
- Ensures business processes are streamlined, documented, and cascaded to team members.
- In collaboration with Human Resources:
- Manages team recruitment, selection and hiring of talent.
- Manages individual employee development and individual development plans, considering high performing staff and managing underperforming staff.
- Recommends compensation performance adjustments.
- Recommends individuals for promotions/transfers.
- Ensures resources are in place to manage day-to-day workload, providing immediate supervisors with recommendations for budget/resource requirements to meet future workload and project needs.
- Ensures staff/volunteers/contractors, as applicable, comply with health & safety policies, and other TRCA policies, as applicable in various work environments, while leading incident investigation and mitigation process.
What will you need to succeed:
Education (degree/diploma/certifications)
- Post-secondary diploma or degree in environmental science, biology, urban planning, or business-related field.
- Valid Ontario Class G2 driver's license.
Experience
- 4+ years of experience in program management, in relevant field.
- 1+ years of progressive managerial, supervisory or project management experience.
- Demonstrated experience interpreting and/ or writing technical drawings and/or reports.
- Experience managing relationships / working with sponsors, government representatives or in partnerships.
Knowledge/Skill/Ability - Competencies
- Excellent written and verbal communication skills to communicate project status for various audiences, prepare reports and proposal writing, and analytical skills.
- Knowledge of procurement practices, program management and risk management concepts.
- Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines.
- Ability to design and conduct stakeholder engagement and facilitate program discussions.
- Excellent interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally); ability to deal tactfully and courteously with stakeholders, public officials.
- Strong budget management and cost control skills.
- Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint.
