##PRIMARYFUNCTION:
The Quality Program Manager’s primary responsibility is developing and implementing quality management systems and programs that support the goals and objectives outlined in TRIUMF’s Five-Year Strategic Plan, and that reflect the organizational core values of integrating quality into all our processes and seeking continuous improvement opportunities across all of our systems.
RESPONSIBILITIES:

D evelops, implements, maintains , reviews and updates TRIUMF’s organization-wide Quality Management System including programs, procedures and standards, ensuring conformance and compliance with all applicable regulations, requirements and standards.

L eads and manages the lab’s quality function by setting strategic directions and priorities, collaborating across divisions to determine and develop approaches to organizational quality objectives .

L eads TRIUMF’s Quality Management System (QMS) Core, and advisory body that is responsible for identifying issues, mitigating impacts, and determining preventative measures.

R estructuring TRIUMF’s key operational documents within the controlled documents repository and implementing a clear and standardized document hierarchy. W ill overhaul and restructure the TRIUMF’s management system, consolidate , and streamline operational documents to improve accessibility, consistency, and lifecycle management.

Assumes responsibility for developing, implementing and evaluating the effectiveness of TRIUMF’s Quality function, both for business support and technical areas. Ensures alignment of all TRIUMF quality processes with all applicable regulations and requirements.

Directs Quality activities across the lab and provides guidance and mentorship to personnel engaged in quality-related activities including providing direction for content design and development of Quality education and training programs.

Organizes the Quality function and laboratory staff to ensure effective implementation and comprehensive monitoring of Quality program requirements. Initiates specific quality policies, procedures and requirements to ensure compliance with regulators and laboratory policies. Develops and drafts policies, programs and standards, interpreting legislation and regulations as required .

Identifies and documents both quality issues and effective deployment of the Quality Management System. Recommends, monitors and reports implementation of corrective actions as well as verifies and confirms effectiveness and sustainability of proposed solutions.

Promotes an organizational culture focused on quality management and risk mitigation and fosters cultural shift to prioritize importance of incorporating quality principles in all TRIUMF activities. Institutes reporting system with target milestones, metrics and KPIs to regularly chart and report on the laboratory’s progress beyond baseline measures.Acts as Quality subject matter expert at TRIUMF analyzing laboratory needs and providing expert consultation to the executive and senior management teams as required . This may entail participating in or chairing subcommittees or ad hoc groups requiring a quality perspective and representing TRIUMF as Quality champion to external stakeholders and other organizations.

Reviews and analyzes Quality data, reviews, and issues-tracking performance to forecast areas of concerns, identify issues and recommends proactive strategies for preventing problems before they occur.

Directs, conducts and leads internal quality audits, assessments and incident investigations; monitors trends to identify improvements and assists with external audit activities as required .

Spearheads specification and selection process and collaborates with IT to implement a commercial AI application for document restructuring and streamlining.

With technical support from IS&T, manage AI applications and projects within the Quality, Environmental, Safety & Health team.

Collaborate with Safety Program Manager on the implementation and maintenance of digital (QESH) platform .

Collaborates closely with other members within Quality , Environment, Safety and Health ( QESH) team to align efforts to embed safety and quality in all TRIUMF activities.
SUPERVISION EXERCISED:
The Quality Program Manager exercises direct supervisory responsibility for two full-time employees: a Document Controller and a Document Writer. This includes overseeing work assignments, performance planning and reviews (PPRs), training, guidance, and day-to-day operational support. The Quality Program manager is responsible for ensuring their direct reports meet quality and project objectives, maintain documentation accuracy, and adhere to TRIUMF standards and timelines.
In addition to direct staff supervision, the Quality Program Manager may oversee the work of external contractors or temporary personnel assigned to internal quality documentation or process improvement projects. This includes assigning tasks, monitoring deliverables, and providing feedback to ensure contractor outputs align with project requirements and organizational standards.
The incumbent's level of supervision includes both administrative and technical oversight, involving performance management, workflow coordination, and subject matter guidance. The manager is responsible for fostering a collaborative work environment and ensuring the professional growth and development of direct reports and, where applicable, contract staff.
KNOWLEDGE AND SKILLS:

Experience with TapRooT root cause analysis process is an asset.

Experience in developing or managing an audit system would be beneficial
-
Knowledge of Lean Six Sigma and other continuous improvement and change management methodologies is a plus.

Experience with nuclear codes and standards and an understanding of nuclear laboratory safety culture is preferred.
NUCLEAR ENERGY WORKER:
The position requires the incumbent to be trained and designated as a TRIUMF NEW**.**
MINIMUM QUALIFICATIONS AND YEARS OF EXPERIENCE:

Minimum of a Bachelor’s degree in Engineering , Science or related field ( Master’s degree preferred)

A minimum of 8 years of professional experience in the Quality field

Familiarity with ISO9001, ISO31000 and QA-1 GS-R-1; CSA N286-12 is desirable but not mandatory.
Salary: $133,535.00 per annum plus our comprehensive employer-paid benefits plan
Applicants must be legally able to work in Canada on a permanent basis (Canadian Citizen or Permanent Resident).
