As a Technical Business Analyst (BA) on the Digital Transformation Team within Planning & Development Services (PDS), you will provide data driven expertise to optimize the process and workflow systems in key service areas of the business unit. To achieve this, the BA performs cross-functional analysis of business objectives, policies, current processes, business information, and systems capability to ensure relentless improvements of operations. The BA provides excellent customer service and support for all sections within the business unit, and other experts within the organization to facilitate informed decision-making about investments in process, information, and technology. Primary duties include:

  • Determine, define and document technical user requirements and business specifications across multiple departments in the organization.
  • Investigate non-functional requirements by analyzing PDS system architecture, reporting needs, and data quality.
  • Anticipate, investigate, and identify business operations improvement opportunities to make solution recommendations by using statistical information for product owners and/or management teams to use when making decisions.
  • Collaborate with the project management teams and business users to ensure that the proposed/designed solution meets all business needs and technical requirements, validating the solution into implementation and monitoring results post release.
  • Develop and maintain PDS business and system workflows, processes, and data artifacts.
  • Actively monitor new policy or regulations impacting PDS services.
  • Building a trusting relationship with both internal staff and external customers.

Qualifications

  • A completed 2-year diploma in Business Administration, Computer Information Systems, Planning, or a related diploma plus at least 5 years of related experience in quality assurance, business process improvement, business and systems process re-engineering; OR
  • A degree in Computer Science Software Engineering, Business Administration, Planning or a related degree plus at least 3 years related experience in quality assurance, business and systems process improvement, and business and systems re-engineering.
  • Demonstrated ability in providing business analysis services including solution recommendations across multiple projects in an Agile or Waterfall environment.
  • Experience with procurement and supply will be considered an asset.
  • Exceptional communication skills with a focus on understanding multiple partner's requirement with the ability to negotiate to common goals and outcomes. Big picture analytical thinker with the ability to demonstrate how improvement will impact upstream or downstream processes.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.

Compensation: Pay Grade 11 $46.21 - 61.78 per hour (2026 Rates)

Days of Work: This position works a 5 day

work week with 1 day off in a 3 week cycle.

Hours of work: Standard 35-hour work week
