Role Purpose
The QHSE+ Performance & Claims Specialist is responsible for post-incident management, return-to-work (RTW) coordination, performance oversight, and organizational defence following serious or high-consequence incidents.
This role ensures incidents are managed in a controlled, factual, and defensible manner; injured workers receive timely and appropriate medical guidance; and outcomes are translated into system-level learning and measurable improvement within the Integrated Management System (IMS).
Post-Incident Management & Claims Oversight

Support the organization following serious incidents and high-potential events.

Ensure accurate fact gathering, defensible documentation, and completion of required notifications and escalations in line with legal and contractual obligations.

Interface with regulators, insurers, clients, and investigators as required.

Oversee incident-related claims and organizational exposure (financial, regulatory, contractual, reputational), providing leadership with clear understanding of severity and systemic risk.
Return-to-Work (RTW) Coordination

Coordinate early, safe return-to-work activities from a QHSE and risk-control perspective.

Liaise with medical providers and ensure functional abilities and restrictions are integrated into operational planning.

Align RTW activities with HR and supervisors, and monitor duration, outcomes, and trends.
Performance & Data Governance

Own the integrity, analysis, and interpretation of incident, claims, and RTW data.

Analyze trends related to severity, recurrence, control failures, and RTW effectiveness.

Provide evidence-based performance insights to leadership and ensure data supports audits, regulatory reporting, and client due diligence.
Root Cause & System Improvement

Lead or support structured root cause analyses for serious events.

Identify system-level failures and ensure corrective actions address root causes and are verified for effectiveness.

Translate lessons learned into procedural, control, and training improvements within the Integrated Management System.
Client & System Defence
-
Support client pre-qualification, bids, audits, and due diligence processes where incident management performance and system maturity are evaluated.
Qualifications & Experience
Required
-
Bachelor’s degree or diploma in Occupational Health & Safety, Quality, Risk Management, Industrial Relations, or related field (or equivalent experience).

Bilingual (French and English)
-
Minimum 5 years of experience in incident management, workplace injury claims, performance analysis, and system-level corrective action within Workers’ Compensation environments (e.g., CNESST, WSIB, or equivalent).

Strong knowledge of workers’ compensation legislation, claims processes, regulatory timelines, and early & safe Return-to-Work (RTW) principles.

Ability to interpret functional abilities and medical restrictions within operational contexts.
-
Proven ability to analyze and defend QHSE+ performance data and produce clear, audit-ready documentation suitable for regulatory and executive review.
Certifications (Preferred)
-
Disability Management or Return-to-Work certification (e.g., CDMP or equivalent).
-
Incident Investigation or Root Cause Analysis training/certification.
Assets
-
Experience with claim objections, appeals, or cost-containment initiatives.
-
Experience collaborating with occupational health providers.

Familiarity with ISO 9001, 14001, 45001, and 27001 integrated management systems.

Experience in construction, industrial, utilities, or infrastructure sectors.
