Job Description:

The Manager, People Scheduling, Timekeeping & Payroll provides strategic and operational leadership to a centralized team of Scheduling and Timekeeping Specialists responsible for workforce scheduling, shift management, and timecard reconciliation for all RVH employees. Working collaboratively with department leaders and the People Team, the team supports safe and effective staffing levels that align with patient care demands and organizational priorities.

Reporting to the Director of Wellbeing, the Manager is accountable for monitoring staffing needs at an organizational level and providing leadership and direction to ensure a proactive, consistent, and employee‑centred approach to scheduling and timekeeping practices. The successful candidate brings extensive experience with UKG Pro WFM and Andgo to support centralized scheduling requirements, demonstrates strong operational effectiveness, and is passionate about enhancing the employee experience through people‑centred design.

This role provides day‑to‑day leadership and management of scheduling and timekeeping operations, including oversight of team activities and deliverables. The Manager ensures accurate and compliant scheduling & timekeeping practices in accordance with RVH policies, procedures, and applicable collective agreements, and holds accountability for maintaining organizational alignment, data integrity, and operational excellence.

Key Responsibilities:

  • Manage all aspects of employee relations including human resource planning, recruitment, performance management, coaching and mentoring and professional development

  • Coach and support team to align work and goals to organizational strategy, integrating measurement and continuous quality improvement tools and methods

  • Develop solutions, action plans, and standard work processes to facilitate results and address inconsistencies in the services provided

  • Provides oversight and guidance regarding the scheduling and timekeeping systems within the Scheduling and Timekeeping scope of practice, regarding the accuracy of schedules, investigating scheduling-related concerns, monitoring and reporting of organization-wide needs and pending requests before a pay, and timekeeping

  • Provides oversight and guidance on timecard reconciliation processes, ensuring employee time is accurately coded and aligned with applicable collective agreements and RVH policies

  • Supports the team with complex historical pay investigations, ensuring thorough analysis is completed and appropriate recovery plans are developed and implemented

  • Oversees pay processing activities performed by Timekeeping Specialists and the Timekeeping Coordinator, ensuring all tasks are completed accurately and the payroll file is submitted on time

  • Engage in conflict resolution regarding situations that may arise due to the application of collective agreements and/or RVH policies

  • Conduct investigations related to scheduling and timekeeping discrepancies and apply problem-solving skills to promote positive outcomes

  • Drives continuous quality improvement concerning scheduling and timekeeping processes at RVH

  • Conducts benchmarking and research to ensure we are in alignment with best practices and working with the People Team to provide feedback on, creating leading practices, and leveraging the software most efficiently

  • Analyze, prepare, and present data to leadership teams to support business functions and used to inform decision

  • Provides guidance to team members on how to approach data analysis and interpretation to be used to guide decisions and scheduling models moving forward

  • Provides leadership oversight and guidance to employees within the scheduling and timekeeping team-related interpretation of collective agreements and RVH scheduling/timekeeping policies and procedures

  • Collaborate with HR People Partnership when concerns are escalated and collaboratively work together to resolve the matter

Education:

  • Baccalaureate Degree in a Business Administration, Human Resources or other relevant field mandatory

Experience:

  • 1-3 years of previous leadership experience in a similar role, preferably in a healthcare setting

  • Previous work experience in a scheduling and timekeeping environment and knowledge of processes and technology (i.e., Kronos, ESP, UKG Pro WFM )

  • Previous experience applying quality improvement science and methodologies in a large, complex organization

  • Experience within a unionized and non-unionized environment with an ability to foster strong relationships

  • Experience with evidence-based leadership practices, quality improvement, change management principles, goal setting and service/operational excellence

  • Advanced Excel skills

Competencies:

  • Advanced knowledge of Microsoft Office applications (e.g., Word, Excel, PowerPoint)

  • Excellent interpersonal and facilitation skills

  • Strong knowledge of measurement and goal setting methodologies

  • Solid understanding of data collection, measurement, and reporting methodologies as they related to proactive scheduling and timekeeping

  • Ability to analyse processes, enact change and think operationally and strategically to achieve goals

  • Advanced analytical, problem solving, research, relationship building and conflict resolution skills

  • Ability to engage customers in a timely and sensitive manner, align and deliver outcomes within established timeframes

  • Proven ability to develop relationships and influence others

  • Strong customer service focus

Royal Victoria Regional Health Centre, located in Barrie, Ontario, provides safe, high-quality care for residents across a large geographical region including Simcoe County and the District of Muskoka. The area is home to more than 450,000 residents, with half of RVH’s patients living outside the City of Barrie.

As the largest health centre in North Simcoe Muskoka, RVH provides highly specialized services, and technology not found anywhere else in the region. This includes the only interventional radiology suites for minimally invasive surgeries, vascular services, advanced stroke care, as well as dedicated trauma rooms in its large Emergency department. RVH is also home to the Hudson Regional Cancer Centre, Simcoe Muskoka Regional Heart Program, Simcoe Muskoka Regional Child and Youth Program and the RVH Regional Renal Program meaning distance is no longer a factor for residents receiving lifesaving treatment.
