Department Information

The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information

The Senior Advisor, Engagement and Consultation (Senior Advisor) is responsible for leading the design, implementation, and management of effective engagement and consultation processes for the Mackenzie Valley Highway (MVH) project. The Senior Advisor provides expert advice to advance engagement and consultation activities consistent with the Government of the Northwest Territories (GNWT) policies, guidelines, and initiatives. In addition, the position will also manage project-specific communications activities in collaboration with departmental communications staff, where needed.

The Senior Advisor provides expert advice on engagement and consultation processes on the MVH project, ensuring all activities align with the GNWT Guiding Principles for Public Engagement: Authentic Impact, Respect, Open and Timely Communication, Cultural Safety, Inclusivity and Accessibility, Coordination and Continuous Improvement, and Transparency and Accountability.

This position is responsible for designing, implementing, and managing engagement plans and activities with Indigenous governments, organizations, communities, and other stakeholders. The Senior Advisor oversees contractors, schedules, and budgets for medium- to large-scale engagement initiatives and ensures that consultation processes are carried out effectively and respectfully.

Knowledge, skills, and abilities:

  • Knowledge approaches to consultation with Indigenous governments and organizations, and of practices and methods with respect to engagement and consultation.
  • Familiarity with northern community lifestyle and Indigenous cultures.
  • Knowledge and skills relating to public engagement and facilitation approaches and best practices, community-based information gathering, and knowledge translation.
  • Skill and ability in networking, relationship building, consultation and facilitation.
  • Ability to engage the public in a culturally appropriate manner both in writing and orally, to community members.
  • Knowledge of pertinent legislation relevant to Indigenous self-government and land claims.
  • Knowledge of the socio-political, cultural contexts of the NWT, and northern communications media and audiences.

Typically attained by:

  • A degree in Indigenous Studies, Environmental Studies, Public Administration, or a related field with three years of experience in engagement, consultation or stakeholder relations.

Equivalencies:

  • Diploma in Indigenous Studies, Environmental Studies, Public Administration or a related field with five (5) years of relevant experience.
  • Master's degree in Indigenous Studies, Environmental Studies, Public Administration or a related field, and one (1) of relevant experience.
  • All other equivalencies may be assessed on a case-by-case basis.
