Regional Manager, Ontario, Emergency Response Services
About the role
Key Responsibilities
- Provide regional leadership and support to required business units and operations management
- Support day to day operations in making sound decisions focusing on safety, customer service, and professional execution
- Understand GFL assets and where growth opportunities exist to keep up with technology advancements
- Support business unit leaders with budget development, forecasting, and monthly P&L reviews
- Work regional leadership team in review and development of safe operating procedures to be utilized across Canada
- Work with business unit leaders, asset specialists and regional management on capital planning and deployment
- Work with regional management team on national contracts and service agreements
- Liasson with fire departments and emergency services to develop mutual aid relationships focused on hazardous materials
- Lead GFL’s emergency response program, including planning, readiness, execution, and post-incident review.
- Fulfill required positions during high-risk or large-scale events that may include Incident Commander, Technical Advisor, and/or command staff positions
- Direct and support regional response teams while coordinating internal and external resources during emergencies.
- Partner with Operations, Safety, Compliance, Environmental, and Communications teams to ensure an integrated and effective response.
- Liaise with regulatory agencies (e.g., Ministry of Environment, Transport Canada, Environment Canada) during incidents, investigations, and audits.
- Manage vendor relationships with third-party emergency responders, environmental consultants, and approved contractors.
- Track and report key performance metrics (e.g., response times, incident impacts, corrective actions) and lead after-action reviews/root cause analyses.
- Provide technical guidance on spill response, containment, remediation, and recovery in compliance with local, provincial, and federal laws.
- Support risk assessments, site audits, and emergency preparedness evaluations across GFL locations.
- Contribute to financial performance, including P&L oversight and CAPEX submissions for maintaining response equipment and resources.
- Continuously monitor staffing levels and capacity needs to ensure efficient and safe responses.
- Represent Emergency Response in regulatory, insurance, and industry forums including delivery of formal presentations as required.
- Collaborate with all GFL divisions to support ER and risk-based work within the assigned region while making sound decisions.
Qualifications
Education & Experience
- Bachelor’s degree in Environmental Sciences, Emergency Management, Occupational Health & Safety, or a related field.
- Greater than 10 years of experience in emergency response and incident management, preferably within waste management, transportation, or industrial services.
- Strong knowledge of Canadian Regulations related to TDG, E2, and provincial spill reporting
- Proven experience leading emergency response teams in high-stakes, fast-paced environments.
- Multi-branch or multi-region management experience.
- Ability to multi task supporting numerous emergency responses simultaneously
- Organized and administratively sound
- Demonstrated ability to manage financial performance, including P&L oversight.
Certifications (Preferred)
- Incident Command System (ICS) certification (100–400 level).
- HAZWOPER or equivalent hazardous materials training.
- First Responder or Environmental Emergency Responder certification.
- Transportation of Dangerous Goods (TDG) knowledge or certification.
- Hazardous Materials NFPA 472/1072 or equivalent.
- E-Rail Safe Certificate.
- Transportation Specialist, Rail Car Specialist, and Road Tanker Specialist designations.
