Horizon Health Network (Horizon) is seeking a skilled, committed, agile individual to join our team as Employment Lawyer & Corporate Secretary. The ideal candidate will have experience providing strategic legal counsel on employment and labour matters while supporting the governance and corporate continuity of the organization. Reporting directly to the Chief Human Resources Officer and working closely with the President & CEO, this full-time, permanent role ensures the organization operates within legal, regulatory, and policy frameworks and maintains strong governance practices.

The successful incumbent will also serve as Corporate Secretary to the Board of Directors, facilitating effective Board operations, advising on governance processes, and ensuring accurate and timely documentation of Board business. The Employment Lawyer & Corporate Secretary will be the Designated Officer under New Brunswick’s Public Interest Disclosure Act (PIDA) with responsible for managing disclosures of wrongdoing and ensuring procedural fairness and protection from reprisal.

Who Are You

The successful and candidate will have:

  • A Law degree (LL.B or J.D.) from an accredited institution and be a member in good standing of a Canadian provincial law society (New Brunswick preferred).

  • A minimum 7–10 years of progressive experience in employment and labour law is required. Experience in a complex, unionized, or public-sector environment will be considered an asset.

  • Strong understanding of employment legislation, human rights law, and administrative law and exceptional communication, drafting, analytical, and negotiation skills will be required, as well as the ability to manage confidential and sensitive matters with professionalism and sound judgment.

  • Experience supporting or advising a Board of Directors, including governance and corporate secretariat responsibilities will be considered as asset.

  • Strategic thinking and strong problem-solving acumen, as well as exceptional relationship-building skills across all leadership levels is required.

  • High ethical standards and commitment to organizational integrity; and the ability to navigate complex environments and balance multiple priorities.

What You Will Do

Employment & Labour Law

  • Provide expert legal advice on employment, labour relations, workplace investigations, accommodation, human rights, discipline, performance management, and legislative compliance.

  • Draft, review, and negotiate employment contracts, settlement agreements, workplace policies, and related documentation.

  • Support HR leadership in grievance management, arbitration preparation, and collective bargaining.

  • Research and interpret employment-related legislation and case law to guide organizational decision-making.

Executive & CEO Liaison

  • Serve as a strategic legal advisor to the President & CEO on sensitive organizational risk, and compliance issues.
  • Prepare legal briefings, risk assessments, and recommendations for the CEO and executive team.
  • Support cross-functional initiatives requiring legal and governance oversight.

Board Governance & Corporate Secretary Duties

  • Act as Secretary to the Board, responsible for planning and coordinating all Board and committee meetings.
  • Prepare agendas, meeting materials, resolutions, and minutes; ensure accurate governance records.
  • Provide advice on Board bylaws, governance policies, and compliance with relevant legislation.
  • Support Board Chair, Committee Chairs, and Executive Leadership in governance best practices.
  • Coordinate Board orientation, development, and succession planning processes.

Risk Management & Compliance

  • Identify and mitigate organizational risk related to employment, governance, and regulatory compliance.
  • Ensure adherence to provincial and federal legislation, including employment standards, privacy, occupational health and safety, and human rights requirements.
  • Develop and maintain corporate legal and governance frameworks.

Designated Officer under Public Interest Disclosure Act

  • Provide confidential advice and information.
  • Receive written disclosures of wrongdoing.
  • Assess and investigate disclosures.
  • Protect confidentiality and mitigate reprisal risks.

The position will include other duties as assigned.
