The Human Resource Service Centre (HRSC) provides human resource benefits and payroll administration services to government and acts as the central contact point for all employee general HR and Payroll-related inquiries. It is responsible for the design, development, implementation and operation of government-wide human resource information technology systems required for payroll purposes and human resource management.
The Opportunity
The Human Resources Information Systems and Analytics Branch at the HRSC is seeking a results-driven, client-focused team player for the role of Senior Business Analyst. This role will support the HRSC’s planning activities and implementation of Government Enterprise Management’s (GEM) cloud-based HR and Payroll associated systems. As the work varies from day to day, this position requires a self-starter with proactive problem-solving skills and the ability to identify solutions to complex problems. This opportunity is a one-year term position.
Reporting to the Director, Human Resources Information Systems and Analytics (HRISA) Branch, the Senior Business Analyst will:
- Provide project leadership and consulting services. Plan and oversee all business analysis activities within the HRISA team.
- Represents HRISA in client and project meetings, GEM project discussions, cutover planning, and system implementation planning sessions. Capture action items, risks, and decisions from meetings and translate them into system-related tasks or configuration updates for smooth implementation.
- Monitor schedules, deliverables, and resources for projects and recommend adjustments when necessary.
- Elicit and document detailed business requirements, translating them into clear technical specifications for configuration analysts, reporting analysts and technical support teams.
- Mentor and lead junior systems configuration and business analysts on larger projects.
- Provide oversight into HCM system enhancements and Oracle HCM Cloud quarterly releases. Review system updates, assess impact on current system processes, coordinate testing and validation and ensure team readiness for change, some of which might include a policy update.
- Collaborate with HRISA and client teams; manage communications and expectations with internal and external stakeholders.
- Act as a liaison between business units, the Information Technology office, Oracle support, transformation team and HRISA to ensure alignment and continuity across initiatives.
- Monitor and triage incoming service tickets related to Oracle E-Business Suite (EBS) HRMS and GEM modules. Coordinate with HRISA team members and external vendors to ensure timely resolution of issues and delivery of enhancements.
Typically, knowledge for this position would be attained through completion of a formal degree in Business Administration or Computer Science along with professional certifications in Business Analysis and/or Project Management combined with at least 4 years’ relevant experience. Experience with Oracle HCM and other HR Information Systems will be considered an asset.
