About the role

The Opportunity

Reporting directly to the Director, Public Works, this role is responsible for the overall leadership, management, and delivery of maintenance activities, contracts, and services to the community for the Roads and Stormwater Operations/Maintenance section within Public Works. You will oversee year-round road maintenance, roadside safety device maintenance, and stormwater management programs. You will be responsible for divisional staff planning and performance management, as well as the preparation and monitoring of operating and capital budgets.

As the Manager, Roads and Stormwater Operations/Maintenance, you will perform the following duties, including but not limited to:

  • Assess, develop, and monitor road, roadside, and drainage maintenance programs to ensure compliance with Federal and Provincial legislation.

  • Develop stormwater management maintenance and inspection plans in compliance with provincial CLI-ECA requirements.

  • Review, amend, and enforce operating policies and procedures for safe and efficient service delivery.

  • Prepare, estimate, and monitor operating and capital budgets of approximately $17 million, including procurement oversight.

  • Lead, mentor, and supervise staff and contractors while ensuring compliance with the Occupational Health and Safety Act.

  • Develop and execute implementation plans that support the Town’s Council Work Plan and Strategic Plan.

  • Participate in the development of greenhouse gas reduction and climate change adaptation plans.

  • Prepare and present reports to Council, mitigate risk to the Town, and ensure compliance with Ontario Minimum Maintenance Standards and all applicable regulations.

The Ideal Candidate

We are seeking a highly motivated and experienced professional with a post-secondary diploma in Civil Engineering Technology with a Certified Engineering Technologist (C.E.T.) designation, or a closely related field. A degree in Civil Engineering with a P.Eng. designation is considered an asset. Certified Road Supervisor (C.R.S). Certified Road Supervisor – Intermediate/Senior (/R.S-I./C.R.S-S.) is also considered an asset.

Our ideal candidate has a minimum of 10 years of supervisory, management, or project management experience in engineering, road operations, and/or municipal works, with demonstrated experience managing in a public sector unionized environment.

The ideal candidate will have demonstrated excellence in customer service, strong leadership abilities, and a deep understanding of road and stormwater operations and maintenance, including relevant legislation and best practices. We are seeking an individual with superior organizational and communication skills, a demonstrated ability to manage budgets and staff effectively, and excellent problem-solving and decision-making skills.

The successful candidate for Manager, Roads and Stormwater Operations/Maintenance will be required to work a flexible schedule, including in the office, remotely, and after hours (as required).

This position offers a salary range of $135,329.15 to $169,161.44 plus a competitive benefit package.
