Our CPG Lakeshores, Union, and Specialized Delivery team is looking for 2 Senior Managers, Engineering Assurance who will be responsible for executing the engineering scope of work and ensuring compliance with technical standards on an assigned portfolio of projects, from concept to completion. This individual will be responsible for completing the engineering requirements of the assigned portfolio of projects while meeting health and safety, environmental, quality, schedule, and budget performance goals. This requires a program interface on adjacent interfacing corridors.
The incumbent will provide technical leadership to engineering team, and functional expertise to asset management, operations, design, and construction teams, integrating internal and external resources while ensuring that qualified and skilled professionals enable the successful execution of the mandate.
What will I be doing?
- Acts as senior professional, directing an interdisciplinary team of engineers and technical professionals to conduct technical reviews and advise on compliance with Metrolinx design standards, which includes the GO Expansion program (Network and Corridor Infrastructure) and any applicable interfaces with Rapid Transit.
- Develops and implements long-term engineering strategies while providing overall administrative and technical leadership and oversight to multiple corridor engineering activities to ensure coordination of efforts and successful completion.
- Implements Metrolinx and other applicable railway standards and manages critical paths/milestones, by monitoring mechanisms for projects (e.g. budget, schedule, scope, quality) and regularly reports on project status.
- Owns, oversees, and directs reviews for the acceptance or rejection, as appropriate, of proposed deviations and non-compliances with respect to relevant technical and engineering standards, including process compliance. Verification of the project requirements and leads (or) supports deviations to systems engineering and asset management standards.
- Leads in collaboration with the systems engineering assurance team, other divisions, commercial and delivery teams, external stakeholders and regulators to ensure the safety, design and integration of new and enhanced assets into the asset base and the implementation of new systems and development and/or assurance oversight of asset class integration of the asset class with the wider Metrolinx asset base for rail transit infrastructure and systems.
- Manages complex asset class (or) systemwide technical issues and risks, facilitates effective conflict resolution, and communicates with other divisions, regulators, delivery partners, and other external stakeholders.
- Coordinates amongst diverse partners, regulators, contractors, sponsors, government agencies, vendors and other stakeholders to ensure delivery of mandates with full compliance and attention to Metrolinx’s high standards of customer care and safety.
- Leads the preparation and consolidation of integrated technical progress reports and provides regular updates to senior management, offering interpretation and actionable recommendations on both current delivery options and future strategic direction to decision-makers.
- Aligns engineering with various internal stakeholders and project managers, ensuring an appropriate level of inclusion and active participation in relevant committees and reviews, for self and others on the team.
- Ensures excellent coordination of activity and smooth technical integration into operations in compliance with railway corridor asset management functions.
- Supports development of standards, technical deviations, guidelines and management control systems that maximize safety, environmental sensitivity, and expense accountability.
- Leads and oversees feasibility and engineering studies to meet business conditions relating to the development of corridor infrastructure projects.
- Steers technical integration and multi-disciplinary design reviews with stakeholders utilizing project trackers, dashboards, and senior management reporting.
- Accountable for engineering budget planning, tracking, reporting and reconciliation; monitors the financial health of each project and raises awareness of issues and possible financial and schedule impacts quickly to mitigate risk and loss.
- Directs a team of technical professionals in a single work group, including defining roles, responsibilities, and expectations, and influencing the work of other staff and colleagues in a matrix context.
- Establishes and maintains a network of peers in the industry to stay abreast of industry standards, regulations, rail operations, and requirements pertaining to corridor infrastructure project activities.
- Quantifies effects of change project-wide and develops risk registers, mitigation plans, and lessons learned against change and drives change management.
- Guides staff and monitors the achievement of performance objectives, developing and implementing action plans to address performance gaps.
What Skills and Qualifications Do I Need?
- University Degree in Engineering or a related discipline - Relevant post-graduate degree is an asset. A combination of education and experience may be considered.
- Demonstrated progressive experience in managing large, complex transit infrastructure projects, ideally in the transportation (railway corridors and bus rapid transit) industry within the public sectors.
- Previous experience includes leading a team of technical professionals.
- Experience in managing a highly sensitive, politically visible environment that demands responsiveness, flexibility and decisive leadership
- Prior experience with the development of standards and technical deviations with rail corridor owners/operators is an asset.
- Valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) is a requirement.
- Advanced knowledge of commuter railway systems delivery, including electrification, track, stations, terminals, maintenance of systems, and related storage yards. Demonstrated knowledge of work planning and other industrial engineering techniques.
- Broad-based knowledge of theories, principles, and practices of multidisciplinary engineering (civil, architectural, electrical, signals and systems, mechanical, fire safety, drainage, etc.) design and construction.
- Highly proficient in broad phases of engineering applications gained through on-site delivery of projects. Knowledge of rules and regulations established by Transport Canada (TC), Federal Railway Administration (FRA), American Association of Railways (AAR), American Passenger Transportation Association (APTA), Transportation Association of Canada (TAC), along with Ontario provincial and municipal standards; various building codes, contracts, safety and environmental legislation.
- Showed knowledge of railway infrastructure and related construction projects.
- Demonstrated ability to apply experience to provide administrative and technical support and liaise with cross-functional delivery teams to ensure successful project delivery.
