As the Data Geographic Information System (GIS) Business Analyst you will be accountable for providing accurate and detailed data and GIS analysis and recommendations that will assist the Parks Management Team and Director in making strategic, data-based decisions. The focus of this role will be to identify business challenges and opportunities that can be addressed through data and establish a comprehensive research program that will allow for innovation in understanding citizen's values and needs, improve understanding of park utilization and trends, and ensure assets are managed accordingly. Primary duties include:

  • Identify business unit challenges and opportunities through the exploration of available data sets
  • Identify, obtain, clean and analyze large, complex data sets relevant to Parks & Open Spaces, using best available statistical techniques and business intelligence tools
  • Interpret and validate patterns and trends in data sets through qualitative and quantitative statistical analysis
  • Create data visualizations, models, dashboards and reports to track business unit progress, formulate business solutions and support recommendations to management
  • Proactively research, analyze and present potential new data sources, collection methods and related technologies
  • Plan, budget, manage and report on projects which engage and survey park users regarding their needs and preferences
  • Use GIS to provide analysis and insight into Parks & Open Spaces' amenities, land and operational processes
  • Clearly explain GIS findings and their implications to the direct supervisor, colleagues and the management team, via presentations, maps and visualizations
  • Maintain and improve the GIS platform and layers related to Parks & Open Space land holdings, assets and key park metric tracking
  • Create and maintain strategies and documentation which ensure corporate data security and privacy requirements are met

Qualifications

  • Degree in Computer Science or a related field with course work in data collection and analysis, business intelligence, statistics, data science, or computer programming.
  • At least 8 years of experience working with large, complex data sets across full data set life cycle (data discovery, collection, cleaning, analysis, knowledge translation and reporting.)
  • Work experience within the past 10 years, was diverse and progressively more responsible in nature and involved presenting and making recommendations to a management team will be considered an asset.
  • Demonstrate skill and resourcefulness in identifying and testing new datasets, assessing data accuracy and integrity, and validating data sources for their usefulness in project work.
  • Demonstrate the ability to effectively interpret and communicate the results of data investigations, provide expert advice and strategic recommendations based on that data and use it to influence decision-making at a senior management level.
  • Work experience including the use of a variety of programming languages and data management software tools and involved assessing processes for gaps and improvements in data collection will be considered an asset.
  • Proficiency in the use of SQL or Python programming languages, and Excel or R statistical packages will be considered an asset.
  • Substantial experience with the creation of data visualizations and dashboards through Power BI or Tableau will be considered an asset.
  • Substantial experience in maintaining and improving GIS layers platforms and in the use of ESRI GIS products to create analytical maps will be considered an asset.
  • Experience planning, designing and administering surveys will be considered an asset.
  • Experience planning, leading, managing and closing a project to meet specified objectives will be considered an asset.
  • Must be self-motivated, able to work independently, execute their duties with confidence and accuracy, apply creativity to their work and be willing to explore innovative research tools and techniques to gain insight.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: Pay Grade 11 $46.21 - 61.78 per hour

Days of Work: This position typically works a 5 day

work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
