About the role

The Technical Analyst II is responsible for planning, implementing, and supporting IT solutions that enhance Strathcona County's organizational functions, ensuring continuous operation, security, reliability, and performance of software applications. The role requires strong problem-solving and communication skills to address system issues, collaborate with stakeholders, and recommend technical solutions. Additionally, the position provides leadership in process improvement, establishing best practices and developing team communication skills to effectively engage stakeholders.

This role may be eligible to participate in our hybrid work program. The successful candidate will be required to reside within 2 hours of Sherwood Park, Alberta.

Key Responsibilities:

  • Implement and manage services, procedures, tools, and documentation to ensure high service integrity and availability. This includes maintaining system documentation, technical support standards, and lifecycle management of services, including updates and patches
  • Liaise with ITS resources, business clients, and IT vendors to ensure client priorities and issues are addressed promptly and effectively, maintaining strong communication and coordination
  • Proactively advise, participate and implement best practices, continuously improving service delivery and aligning with the latest industry standards and technological advancements
  • Implement changes to services in alignment with incident, problem, and change management protocols, ensuring compliance with IT standards
  • Ensure clients receive technical support for ITS services by developing procedures, creating reporting mechanisms, and collaborating with application and data custodians as well as promote end-user self-sufficiency
  • Coordinate project-based work to identify and implement operational efficiencies and ensure continuous improvement in service delivery
  • Stay informed, advise and provide education to staff of technology and industry trends
  • Collaborate with vendors to ensure smooth system implementations
  • Implement technology solutions to support various departments across the County. Leverage expert technology skills to consult on the design, enhancement, and support of County platforms
  • Collaborate with cross-functional teams to understand client needs, gather requirements, define project scopes, and ensure successful implementation of enterprise solutions
  • Maintain clear communication with stakeholders, including updates on application statuses and potential impacts of ongoing maintenance activities Collection, processing, integration, and management of large and complex datasets from diverse sources, IT sensors, database and web content

Qualifications and Skills:

  • Degree in Computing Science, Business Administration, or another related discipline with a minimum of 3 years of experience in an IT environment or a 2-year Information Technology or Business Diploma with a minimum of 5 years of directly related IT experience
  • ITIL Foundations certifications would be considered assets
  • Experience with SharePoint Administration, Power Platform, SPFx, PowerShell is an asset
  • Experience with HTML, CSS, JavaScript, Python, UX tools, and CMS platforms like WordPress, Django and Drupal is an asset
  • Proven ability to work closely with clients to understand their needs and provide tailored solutions
  • Strong background in creating and maintaining technical documentation, including user guides and troubleshooting manuals
  • Excellent written and verbal communication skills, along with strong presentation and customer service skills
  • Ability to build and maintain relationships, communicate and collaborate with stakeholders, find common ground, communicate progress and risks, and help others thrive in a continuously changing environment
  • Ability to apply systems thinking and strategic management to understand the big picture while focusing on details, identifying connections, assessing impacts, managing risks, and uncovering opportunities
  • Advanced ability and experience working in a complex multi-stakeholder environment with competing interests and priorities
  • Experience working in a Microsoft-based office environment, including MS Teams Overtime as required and on-call as required
