OVERVIEW
As part of our continued commitment to the Corporate Plan, we remain focused on evolving into a high-performing organization and an employer of choice. To help drive this transformation, we are seeking a Chief of Staff to support the CEO and champion organizational change.
Our ideal candidate is a strategic and influential leader with exceptional political acuity, strong relationship-building capabilities, and a deep understanding of complex, matrixed organizations. They bring senior executive experience, a collaborative approach, and a proven ability to navigate sensitive issues while aligning diverse stakeholder interests. This pivotal role supports the CEO, advances Board priorities, and ensures the effective execution of corporate strategies, initiatives, and Council directives.
POSITION SUMMARY
Reporting directly to the CEO, the Chief of Staff will act as a strategic advisor and primary liaison between the TTC and the City of Toronto. This role will support the CEO in overseeing corporate, operational, and administrative priorities, represent the CEO on executive committees, and manage complex and sensitive matters. Key responsibilities include executive advisory support, corporate governance and leadership, and maintaining strong intergovernmental relations with the City of Toronto.
SCOPE & RESPONSIBILITIES
The duties of this role will include but are not limited to the below:
- Serve as a trusted advisor and delegate for the CEO, resolving issues and guiding staff on appropriate actions. Independently address issues on behalf of the CEO where possible.
- Ensure the CEO is thoroughly briefed on high priority matters through both verbal updates and written reports or presentations, and that the appropriate staff are available to provide robust analysis and strategic framing.
- Drive CEO-identified initiatives, tracking progress, analyzing data, and sustaining momentum. Manage execution of strategic directives, clarifying roles and ensuring accountability.
- Prepare briefing notes, synthesize complex data, and anticipate the CEO’s needs for meetings and decisions. Support meeting preparation, action tracking, and stakeholder communication.
- Contribute to building positive, constructive relationships between the CEO and the Mayor’s Office, TTC Board, and Members of Council.
- Respond to inquiries, complaints, and service requests from the Mayor’s Office, Council, and external stakeholders. Triage and resolve politically sensitive and complex issues before escalation.
- Coordinate strategic responses to corporate initiatives (e.g., Ombudsman, Auditor General).
- Lead agenda alignment and communication between the TTC and City divisions on shared policy objectives.
- Advise on TTC Board agenda and ensure strategic reports from Chiefs and Senior Management Team are vetted and aligned with CEO priorities.
- Enhance coordination between TTC capital projects and City construction efforts.
- Ensure key City of Toronto stakeholders are well-informed about the TTC’s priorities, particularly in critical infrastructure, social supports, and other initiatives requiring close collaboration.
- Monitor City-wide transformation projects and proactively address their impact on the TTC.
- Promote a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination.
- Provide leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies.
KEY SKILLS & EXPERTISE
- Demonstrated experience working collaboratively with internal/external stakeholders, building strong relationships in a complex business environment.
- Proven ability to lead and influence cross-functional teams.
- Exceptional communication (oral and written), consultation, facilitation, negotiation, mediation and interpersonal skills.
- Demonstrated expertise in research, strategic planning, business operations, analytical thinking, and sound decision-making.
- Demonstrated ability to coordinate complex projects and initiatives to deliver benefits within defined objectives and timeframes.
- Demonstrated project management abilities including the ability to achieve results under pressure to tight deadlines.
- High proficiency in the use of MS Office applications is required.
- Experience working in a leadership position within a unionized environment would be an asset.
- Comprehensive knowledge of the Toronto political structure and processes, particularly the workings of City Council, the Mayor’s Office and the Province of Ontario would be an asset.
- Knowledge of principles and practices of municipal, provincial, and federal administration and government would be an asset.
- Familiarity with legislation such as the Accessibility for Ontarians with Disabilities Act (AODA), the Ontario Labour Relations Act, Employment Standards Act and related Government Acts and Statutes.
- Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
EDUCATION & PROFESSIONAL CREDENTIALS
- Completion of a post-secondary degree in a related discipline (Business, Political Science, Public Administration, Public Policy), combined with extensive senior experience performing duties related to the key objectives of the position, or a combination of education, training and experience deemed to be equivalent.
- Leadership and/or Management certifications in support of this position would be an asset.
