Job Description:

On behalf of our public sector client, Affinity is looking for a Senior Full Stack Developer (Authoritative Data Registers) to design, build, and support foundational platforms enabling connected services in BC. The team will deliver solutions including authoritative data registers, a secure data exchange platform, a developer portal with enhanced data catalogue, and a cloud-native automated eligibility checker. Members will collaborate across disciplines to ensure secure, scalable, and user-centric services that advance data sharing and digital transformation.

Responsibilities:

• Authoritative Data Registers – providing authoritative, up-to-date datasets through APIs.

• Secure Data Exchange (SDX) Platform – policy-driven trust layer for secure, scalable, decentralized data exchange.

• Developer Portal & Enhanced Data Catalogue – central hub for APIs, standards, and onboarding.

• Automated Eligibility Checker Application – cloud-native application leveraging authoritative data for automated eligibility validation.

Deliverables:

• Governance model, procedures, Data Register Standards, Data Quality Assurance Standards.

• Shared code libraries and onboarding toolkits.

• Secure APIs, interoperability model, onboarding toolkit.

• Developer Portal, Enhanced Catalogue, SDKs.

• Automated Eligibility Checker App, API, and integrations with SDX and provincial digital identity.

Qualifications:

• Minimum 5 years’ experience as a full stack developer or senior programmer, including end-to-end design, development, testing, and deployment of web applications, APIs, and services.

• Minimum 3 years’ experience with modern front-end frameworks such as React, Vue.js, Svelte, or Angular.

• Minimum 5 years’ experience designing and developing APIs using frameworks such as Spring Boot, FastAPI, NestJS, or Express.js, including experience with RESTful web services in a containerized environment.

• Minimum 5 years’ experience working with relational and non-relational databases such as PostgreSQL, Oracle, MongoDB, or DynamoDB, including schema design and performance optimization.

• Minimum 2 years’ experience with CI/CD tools and infrastructure-as-code practices using tools such as Terraform, GitHub Actions, or ArgoCD.

• Experience configuring and integrating modern single sign-on technologies such as OAuth2, OpenID Connect, or SAML.

• Experience conducting technical research and evaluation across a range of technologies, including cloud platforms (AWS, Azure, GCP), containerization and orchestration tools (Docker, Kubernetes, OpenShift), middleware systems, API design, and front-end frameworks.

• Experience with application security, authentication, and authorization best practices.

• Experience defining, developing, and implementing technical policies, standards, or patterns related to software, cloud infrastructure, and security.

• Demonstrated experience with software quality assurance, including automated testing, regression testing, performance and scalability testing, and code reviews.

• Experience working in an agile development environment with multidisciplinary teams to iteratively build and improve digital products and services.

• Experience presenting technical solutions and strategies to domain experts, project partners, or community stakeholders.

• Experience contributing to open-source projects and associated distribution platforms such as GitHub.

• Knowledge of accessibility standards (WCAG 2.1 AA) and inclusive design for public-facing services.

• Experience building solutions that comply with privacy and security requirements (e.g., FOIPPA, data residency).

• Experience with event-driven or message-based architectures (e.g., Kafka, RabbitMQ, or cloud-native equivalents) to support data sharing between systems.

Preference may be given for the following:

• Familiarity with tools and standards that help describe and connect data across systems, such as linked data and technologies; Resource Description Framework (RDF), Web Ontology Language (OWL), JavaScript Object Notation for Linked Data (JSON-LD).
