The Consumer Protection Office administers consumer protection legislation for the province of Manitoba. The statutes include: The Consumer Protection Act, The Business Practices Act, The Personal Investigations Act, The Hearing Aid Act, and bereavement legislation including The Cemetries Act and The Funeral Directors and Embalmers Act, together with the associated regulations.

The Consumer Protection Office licenses, registers or authorizes vendors and individuals engaged in direct selling; collection agents and collectors; hearing aid dealers; payday lenders; and high-cost credit grantors. The Consumer Protection Office also licenses funeral homes, funeral directors and embalmers, for-profit cemeteries and their service representatives, crematories, and providers of pre-arranged funeral services and their owners, agents, and salespersons.

The Consumer Protection Office assists consumers in resolving complaints about consumer transactions for goods or services and investigates complaints involving breaches of consumer protection legislation and provides information and education to Manitoba consumers and businesses about consumer legislation and marketplace issues.

Duties:

The Director is responsible for the administration of consumer protection statutes and regulations, including administration of bereavement legislation, to ensure the effective operation of the Manitoba marketplace for businesses and consumers. Responsibilities include leading staff to achieve the branch’s expected outcomes and results, which include issuing licenses across a variety of program areas, providing information and mediation assistance regarding consumer complaints and investigating where required, and administering a robust inspection program designed to educate businesses and increase compliance.

As a member of the Consumer Protection Division’s senior management team, the Director is accountable for leading, directing and managing a team that delivers on the mandate of the Consumer Protection Office. The Director leads the operational management of the branch, including managing the branch’s budget and ensuring effective management of resources. The Director is responsible for preparing a variety of submissions, briefing materials and correspondence for senior government leadership.

Qualifications:

Essential:

  • Post secondary education in law, public administration, business administration and/or management and experience in operating a regulatory program.
  • Experience providing leadership and direction in the design, implementation, and review of legislation, policies and/or programs.
  • Experience managing a team, with responsibility for human and financial resources, including performance management.
  • Experience translating strategic priorities into clear operational plans.
  • Strong leadership skills and experience working in a large, diverse organization with a commitment to fostering and developing staff and teams.
  • Superior interpersonal skills, including the ability to establish and maintain collaborative working relationships with internal and external stakeholders.
  • Strong verbal communication skills, including the ability to communicate to all levels of the organization and external stakeholders.
  • Strong written communication skills.
  • Ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.

Desired:

  • Knowledge of consumer protection legislation.
  • Knowledge of emerging consumer protection issues.

Conditions of Employment:

  • Must be legally entitled to work in Canada

  • Must provide and maintain satisfactory criminal record check with vulnerable sector search, adult abuse registry check and child abuse registry check

  • Must have the ability to work extended hours, including evenings and weekends, as required

  • Must have a valid Manitoba Class 5 driver’s licence and/or the ability to travel throughout the province and in Canada, as required
