About the role

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Position Purpose

The Senior Vice President, Public Works is responsible for providing strategic direction and portfolio oversight for a complex, multi project public works infrastructure program. This role ensures projects are delivered safely, efficiently, and with a strong focus on quality, accountability, and public value. Working in partnership with government clients, industry partners, and internal colleagues, this position plays a critical role in supporting Ontario’s long-term infrastructure objectives and strengthening public trust through transparent and effective capital delivery.

What You Will Do

In this role, you will be accountable for shaping and guiding the delivery of a diverse portfolio of public works infrastructure initiatives. You will influence outcomes across the full project lifecycle—from early planning through construction, commissioning, and close out—while maintaining alignment with approved schedules, budgets, and quality requirements.

Key accountabilities include:

  • Providing strategic direction and an integrated portfolio view for Public Works capital delivery activities.
  • Ensuring robust project management, financial controls, governance frameworks, and risk management practices are consistently applied.
  • Guiding the evolution of delivery approaches, procurement frameworks, and contract models to support continuous improvement and market responsiveness.
  • Partnering with government clients and key partners to manage expectations, encourage collaboration, and support informed decision making.
  • Serving as a credible representative of the organization with industry associations, government partners, and the broader construction community.
  • Building, mentoring, and sustaining a high caliber leadership team with a focus on capability development, knowledge sharing, and performance accountability.
  • Providing timely, clear updates to executive leadership and governance bodies on portfolio performance, emerging risks, and resolution strategies.

What We Are Looking For

We are looking for an executive who brings experience delivering large, complex infrastructure programs in public or regulated environments. You demonstrate professional judgement, adaptability, and the ability to navigate evolving priorities in a highly visible setting.

You bring:

  • Extensive experience overseeing major infrastructure or capital programs across multiple delivery models, including collaborative and alternative finance arrangements.
  • Strong knowledge of public sector governance, approval processes, and public accountability considerations.
  • Demonstrated ability to guide complex organizations through change, process optimization, and portfolio level decision making.
  • Proven experience influencing and coordinating across diverse partner groups, including government bodies, industry partners, and internal teams.
  • Demonstrated ability to actively foster strong linkages with governments, stakeholders, and external partners to promote buy-in to projects and champion the adoption of best practices.
  • Sound resolution oriented thinking, with the ability to address confidential, complex, and delicate issues.
  • Clear, credible communication skills, enabling you to present strategic advice to executives and senior partners.
  • Ongoing professional learning in areas such as large scale project delivery, public administration, infrastructure finance, leadership development, or related executive education.
