Job Summary The People Services Advisor works in partnership with departmental leaders and provides human resources advice and support in the areas of work design and job evaluation, recruitment and selection, program administration, individual and team development and performance. Reporting to the Director, People Services, this role works collaboratively with the HR leadership team to administer programs and processes, and facilitate talent management initiatives to achieve organizational goals, enhance employee experience, and cultivate a safe and inclusive workplace culture.

Responsibilities

  • Fosters effective people practices through communication, training, and decision-making support.
  • Oversees the recruitment process for exempt employees. Supports the development of role profiles, recruitment strategies, selection processes and tools, and advising leaders on hiring decisions.
  • Coordinates the job evaluation committee and process for exempt positions.
  • Oversees and coordinates the performance management program for exempt employees and supports the development and implementation of employee learning opportunities.
  • Organizes and coordinates professional development events for CUPE and exempt employee groups.
  • Administers CUPE training funds and identifies usage opportunities in consultation with the union and HR leadership.
  • Implements the employee wellness framework including communication and engagement, action planning, evaluation, and reporting.
  • Facilitates HR projects including planning, team leadership, monitoring, reporting, and evaluation.
  • Administers HR programs in collaboration with HR leaders and their associated teams.
  • Provides guidance and support to managers concerning employee relations and performance management issues.
  • Collaborates with the Labour Relations team to support a variety of employee relations activities.
  • Liaises with employee groups to facilitate communication, gather feedback and input, and inform program and service enhancements.
  • Monitors and reports on key performance indicators, researches industry trends and practices to inform strategies and solutions for addressing organizational health and growth.

Qualifications Degree in human resource management or related field and three to five years’ recent related experience, ideally in a large, complex, unionized organization. Experience in multiple HR disciplines. A professional designation is an asset (e.g., CPHR). An equivalent combination of education and experience will be considered.

  • Effective critical thinking, decision making, and problem resolution skills.

  • Demonstrated commitment to continuous improvement.
  • Working knowledge of relevant employment legislation.
  • Exceptional organizational and project management skills.
  • Proficiency in Office365, HRIS, and other HR technologies such as applicant tracking systems, learning management systems, and social media platforms.
  • Ability to use technology to improve processes, enhance candidate and employee experience, and advance strategic priorities.
  • Data literacy including the ability to define and apply HR metrics and analytics to facilitate learning and decision-making.

The salary range for this position is $90,291 to $112,864 per year with comprehensive benefits package and Municipal Pension.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
