Major Responsibilities

  • Manages government-wide initiatives and projects related to government-wide policies, City services, governance and strategy.
  • Leads and supports policy development and analysis related to government-wide policies, governance and accountability.
  • Leads and supports governance and service reviews, identifying best practices, gaps and recommendations.
  • Provides advice on governance-related matters (i.e. corporate, government, accountability) and the development of government-wide policies.
  • Deals with confidential and sensitive information
  • Coordinates issues management and communications for various government-wide policies, governance and strategic initiatives.
  • Develops and implements detailed plans and recommends policies/procedures regarding government-wide policies.
  • Conducts research related to the City’s administration, governance, accountability and public sector best practices and policies.
  • Develops comprehensive reports, policy papers, and presentations for Senior Management, Council, Committees of Council, and stakeholders.
  • Facilitates and enables collaborative relationships across City divisions on complex projects and initiatives with multidisciplinary staff teams.
  • Supports project teams and work groups, applying project management methodologies and tracking work plans, timelines and deliverables.
  • Tracks Council directives and follows up on Committee/Council recommendations for the Division.
  • Maintains a thorough and continuous awareness of initiatives in the City’s administration, external organizations and other orders of government to inform policy, program/project management and reports.
  • Prepares a variety of communication and briefing materials, including reports, briefing notes, presentations and speaking materials.

Key Qualifications

  • Post-secondary education in public policy, planning, economics, business administration, or a related field or the approved equivalent combination of education and/or related experience.
  • Considerable experience in policy research and development, project management, and management practices, and the operation of government organizations.
  • Considerable experience writing and presenting reports, briefings and policy papers for senior management that include strategic advice and recommendations.
  • Considerable experience managing projects/initiatives or strategic and operational reviews within a large scale organization.
  • Ability and experience managing confidential and sensitive information.
  • Ability to develop project charters/terms of reference, objectives and work plans.
  • Ability to organize and coordinate staff across multiple divisions and agencies in a project environment.
  • Ability to develop and maintain effective working relationships.
  • Good understanding of the City’s legislative and governance framework including decision-making processes, capital and operating budget process and requirements.
  • Highly developed communication skills, orally and in writing, at all organizational levels.
  • Excellent strategic, analytical, problem solving and conceptual thinking skills.
  • Sound judgement and ability to handle matters of a sensitive nature.
  • Political acumen and understanding of relationship management and building partnerships.
  • Proficiency in a variety of software packages including Microsoft Office Suite/365 (Word, Power Point, Excel, Project, Teams and Outlook).
