As the Development Inspector, you will perform inspection duties to educate, advise, problem solve, and ensure compliance with the Development Authority's approvals and legislative requirements of the Land Use Bylaw, Municipal Government Act, and other applicable legislation. Development Inspectors conduct field inspections and consult with customers to ensure proper progress and completion of land and buildings approved by Development Permit plans and conditions to achieve successful occupancy. Development Inspectors are appointed as Bylaw Enforcement Officers, Designated Officers, and Development Authorities and are Peace Officers when acting in the course of their duties as a Bylaw Enforcement Officer. Primary duties include:

  • Conduct Development Completion Permit (DCP) Inspections ensuring projects are completed in accordance with approved Development Permit plans and that related documents meet the requirements of relevant acts, codes, regulations, and by-laws and other relevant legislation.
  • Monitor progress and completion of the development and ensure compliance with the Land Use Bylaw. Authority to issue a DCP allowing occupancy and commencement of the use according to the Land Use Bylaw.
  • Negotiate timelines for compliance with partners depending on remaining deficiencies and infractions. Authority to refuse the issuance of the Development Completion Permit and lapse Development Permits.
  • Conduct complaint investigations through site inspections including evaluation of land, buildings, properties, and activities. Collect evidence for Municipal Government Act (MGA) Orders and/or Provincial Court prosecutions.
  • Review and evaluate contraventions of the Land Use Bylaw for potential charges and/or stop work order. Prepare and issue MGA orders, long form summons, and issues violation tickets.
  • Serve as a subject matter expert with applicants and internal/external authorities to work toward compliance with Development Permits and the Land Use Bylaw. Explain policy, procedures, and legislation and offers solutions to achieve compliance.

Qualifications

  • A completed 1-year certificate in Applied Land Use Planning, Planning, Civil Engineering, Architecture, Engineering Design, Drafting, Criminology, Justice Studies or related field with at least 3 years of experience related to the application of a zoning, land use, or municipal bylaw.
  • A demonstrated ability to read and interpret blueprints is required.
  • A valid Class 5 Driver's Licence (or provincial equivalent), with no more than 6 demerits and no current suspensions or charges pending OR a valid Graduated Driver's Licence (GDL) with no more than 4 demerits and no current suspensions or charges pending.
  • Previous experience in municipal enforcement will be considered an asset.
  • Well-developed communication skills, with a focus on conflict resolution.
  • Strong organizational skills, along with the ability to transcribe documents in a professional manner.
  • An exceptional attention to detail while managing a substantial workload, the ability to adapt, and to work independently and in a team environment.

Working Conditions: Requirement to drive to inspection sites, work in active construction sites, frequent contact with the public.

Pre-employment Requirements

  • A security clearance will be conducted.
  • Applicants will be tested for appropriate skills.
  • Must obtain a City of Calgary operator's permit
  • Successful applicants must provide proof of qualifications.

Pre-employment Drug Test: An offer of employment for this position will be conditional on an applicant passing a pre-employment drug test. This test assesses for use of drugs including cannabis. Failure to pass a pre-employment drug test may prevent an applicant from being hired into any safety sensitive position for a period of up to twelve months.
