The Ministry of SaskBuilds and Procurement is seeking a dynamic and experienced individual to join our Air Ambulance Services team as permanent full-time Aviation Business Manager. Reporting to the Director of Air Ambulance Services, this position provides management, leadership, and operational oversight for administrative and business functions within the Air Ambulance program. The role includes human resource leadership, financial management, procurement and contracts oversight, and participation in strategic planning.
The position leads the development and improvement of administrative procedures and practices related to staffing, budgeting, procurement, and reporting. It is responsible for interpreting and applying a range of legislation and policies including the Public Service Employment Act, Collective Bargaining Agreements, Financial Administration Manual, and Canadian Aviation Regulations. In this capacity, the position provides strategic recommendations to management, resolves internal operational conflicts, and implements process enhancements in response to evolving organizational and financial needs.
The ideal candidate will have knowledge and experience related to aviation operations, with the ability to navigate Federal-Provincial legislation in aviation. Strong organizational and time management skills, leadership abilities, and communication skills are essential to support the 24 hour/7 day emergency service activities. The role requires the successful candidate to work independently to complete and prioritize tasks while contributing to a high-paced team environment. Required specific knowledge in:
- Government of Saskatchewan procurement processes
- TALEO process
- Background in accounting and budget, payroll
- Equivalency – previous administrative experience in the GOS.
- Canadian Aviation Regulations.
- Safety Management Systems (SMS) for aviation.
