SUMMARY:

Reports to and works under the direction of the Payroll Manager. Performs a wide variety of detailed accounting and clerical duties related to the preparation and processing of district payrolls.

DUTIES:

  1. Prepares, balances, and processes full-cycle computerized payrolls, including benefits billing payrolls, in a multi-contract environment. Analyzes, verifies, and amends timesheets and other payroll related documents to ensure accuracy; calculates adjustments to base pay as required; inputs data into computerized system to support the payroll function. Calculates allowances, advances, vacation and sick leave payout, severance pay and deductions; prepares manual cheques. Ensures compliance with all contractual and legal requirements and adapts to new and changing policies and procedures.

  2. Responsible for the monthly payroll summary of salary, experience and seniority, benefit costs, new hires, assignment changes, and terminations using the payroll system and spreadsheets. Reconciles employee benefit deductions, calculates and balances employer costs; completes monthly journal entry costing allocations.

  3. Communicates with a wide variety of external/internal stakeholders both by telephone and in person.

  4. Sets up and maintains a variety of computerized payroll related tables and records relevant to the payroll function; creates and uses spreadsheets with complex formulas for a variety of reconciliations, payments, and adjustments.

  5. Prepares, calculates, reconciles and issues records of employment for all legislated reasons, including interruption of earnings and layoffs. Calculates and reconciles T4 slips and other required external documents. Prepares, calculates, and reconciles pension reporting, adhering to BC Pension Corporation rules; responds to employee and BC Pension Corporation inquiries related to service and salary; prepares and submits employee forms for leave purchases, terminations, and retirements.

  6. Calculates, records and balances payroll accumulations including sick leave credits, days worked, pension credits, leaves of absence, WorkSafe BC absences and vacation entitlements; calculates and processes sick leave and seniority transfers for both incoming and outgoing requests.

  7. Calculates and remits all related payables within deadlines including statutory deductions, pension, union dues, benefit deductions, and voluntary deductions, etc. Prepares and reconciles month end summaries, reports, and cheque requisitions.

  8. Remains current with changing technology, practices and equipment.

  9. Maintains confidential and non-confidential statistical records and files.

  10. Composes correspondence and memos for internal and external stakeholders using current technology; performs a variety of clerical duties, and when required provides relief to other sections of the division.

  11. Performs other related duties as assigned.

QUALIFICATIONS:

  1. Completion of 1 year of relevant post secondary education, and completion of the Payroll Compliance Practitioner (PCP) certification program.

  2. Minimum of 5 years recent payroll experience which includes several years of experience processing multiple computerized payrolls in a multiple unionized setting. Experience using word processing, database and spreadsheet applications.

  3. Ability to analyze a variety of data, perform audits, research and solve problems in accordance with established accounting/payroll procedures.

  4. Ability to work quickly with a high level of accuracy and attention to detail.

  5. Ability to work independently with minimal supervision and to set priorities.

  6. Ability to handle interruptions while meeting tight deadlines.

  7. Excellent interpersonal/professional communication and organizational skills Ability to use judgement and tact when providing information.

  8. Ability to operate a variety of office technology.

  9. Physically capable of performing the duties of the position.

  10. Knowledge of WorkSafe BC and WHMIS regulations. Safe work practices.

  11. Some positions may require the knowledge of a language other than English.
