Position Summary

The Procurement Manager leads the hospital’s procurement function and acts as the MMC Lead, ensuring the timely, cost-effective, and compliant acquisition of equipment, medical supplies, services, and capital goods. This role ensures full adherence to Ontario’s Broader Public Sector (BPS) Procurement Directive, trade agreement requirements, and hospital policies. The Procurement Manager supports clinical and administrative teams through high-quality customer service, strong supplier management, effective project and people leadership.

The Procurement Manager is responsible for procurement within RMH, along with employee oversight related to delivering procurement services. Throughout the course of your duties, you will:

  • Monitoring and managing all supply chain processes and supporting the hospital's management team on related activity.

  • Act as the MMC Lead for the Hospital on contract, procurement and invoice processing matters.

  • Identifying and providing support for key supply chain areas for improvement to drive performance and value for money and to meet hospital objectives.

  • Ensuring compliance with Broader Public Sector directives, trade agreements and procurement related legislation.

  • Developing and maintaining strong and effective relationships with MMC, Group Purchasing Organizations i.e. HealthPRO and OECM, vendors, 3PL partners, and distributors.

  • Onboarding RMH onto a new Materials Management Information Systems (MMIS) platform.

  • Act as the MMC Lead for the Hospital on contract, procurement and invoice processing matters.

  • Providing access to MMC based on hospital signing authority policy.

  • Supporting hospital users with procurement training on procurement portal as needed.

  • Provide regular guidance and support to hospital staff on acceptable procurement practices.

The above duties and responsibilities are not to be considered all inclusive. May be requested to complete other duties in the interest of the efficient operations of the Hospital.

Essential Qualifications

  • Post-secondary education in Business, Supply Chain Management, Public Administration, or a related field.
  • Minimum 3–5 years procurement experience, ideally in a hospital or broader public sector environment.
  • Minimum 2 years’ experience in a supervisory/managerial capacity.
  • Demonstrated ability to lead projects and manage competing priorities in a fast-paced healthcare environment.
  • Excellent communication, negotiation, relationship-building, and customer service skills.
  • Proficiency with ERP/procurement systems and MS Office.
  • Proven experience building relationships, promoting collaboration, managing change, and seeking out innovative solutions.
  • The ability to continuously adapt and improve supply chain performance and ensure day-to-day operating policies, systems and procedures contribute to organizational effectiveness.
  • Expertise in strategic sourcing, vendor management, contract negotiation, and managing supplier relationships (including third-party logistics (3PL) providers).
  • In-depth knowledge of logistics, inventory management (e.g., Just-In-Time systems), warehousing, distribution, and demand forecasting.
  • Must be able to fulfill physical requirements of the job, as per current Physical Demands Analysis.

Preferred Qualifications

  • Strong understanding of Ontario BPS Procurement Directive, trade agreements, and ethical procurement practices.
  • Professional procurement designation or progress toward one (SCMP, CPPB, CPPS, PMAC).
