Job Summary:

The Corporate Asset Management (CAM) Team within the Chief Financial Officer's Office of the City of Toronto is a newly established group responsible for leading, developing and implementing the Corporate Asset Management program to establish the strategic plans, guidelines and frameworks that will ensure quality and consistency in asset management practice for the City in accordance with Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure and City Council priorities.The CAM team will develop and execute the vision and goals set out in the City’s Corporate Asset Management Policy through a strategic plan; governance model; data, risk, and assessment frameworks; asset management plans, and other relevant policies and standards.

As a Senior Strategic Policy Consultant, you will provide strategic advice and recommendations to the Manager, Corporate Asset Management in the development, analysis, and implementation of corporate asset management (AM) policies and standards that ensure the sustainable management of municipal infrastructure. You will lead initiatives to develop policies, guidelines and frameworks to support a ‘whole-of-government’ approach to AM practice as it relates to levels of service, data management, capital prioritization and risk and lifecycle modelling and forecasting. This includes evaluating policy effectiveness, aligning asset practices with strategic priorities and legislative requirements, and supporting long-term capital planning. This role is key to integrating and standardizing AM principles and business processes across City Divisions and Agencies in managing and maintaining municipal infrastructure that optimizes sustainable service delivery, while ensuring risk management and prudent capital investment planning in a consistent manner.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies/procedures regarding asset management subject matter, including but not limited to, climate impacts, risk modelling, condition assessments, and levels of service; and ensures alignment with provincial legislation (e.g. Ontario Regulation 588/17), City Council strategic priorities, and the vision and objectives outlined in the CAM Policy.

  • Supervises, motivates and manages project teams or working groups, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day-to-day operation of all assigned staff/projects or working groups including the scheduling, assigning and reviewing of work.

  • Conducts research into assigned areas ensuring it takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Leads the research, consultation, drafting and/or updating of corporate policies, standards, and frameworks related to municipal asset management and ensure they are communicated and understood by all relevant stakeholders.

  • Leads complex policy research, analysis and development, and environmental scanning to identify common themes, processes and best practices related to asset management standards and frameworks across professional bodies and organizations in the field (e.g. ISO 55000, Federation of Municipalities (FCM), The Institute of Asset Management (IAM), Canadian Network of Asset Managers (CNAM), Municipal Finance Officers’ Association of Ontario (MFOA), Natural Assets Initiative (NAI), etc). in coordination with staff and project teams, intergovernmental relations, and stakeholder and civic engagement.

  • Provides professional and objective strategic policy advice to the Manager, Corporate Asset Management, as well as senior leadership, including Division Heads, the Chief Financial Officer and City Manager, in the development of policies and frameworks that support a ‘whole-of-government’ approach to asset management practice across the organization.

  • Actions and implements recommendations outlined in the 2025 Corporate Asset Management Plan (AMP) for continuous improvement through the establishment of the City’s Corporate AM Strategy and roadmap for building the City’s AM program over the next 5-years.

  • Leads project teams, applying sound project management methodologies including full work plans, implementation plans, change management plans, timelines and key deliverables. Project teams may cover a wide variety of topics such as climate AM integration, capital budget process review, TCA policy alignment, AM levels of service, and risk assessment.

  • Establishes and facilitates project organization structures and systems including interdivisional project teams, steering groups, working groups and committees as required to support integrated planning and policy development.

  • Develops strategic and effective relationships with staff across various City Divisions, Agencies and Corporations, including external partners such as other municipalities and AM professional organizations; and ensures integrated and consistent communications, issues management, and responses to existing and emerging issues.

  • Writes and prepares comprehensive reports, briefing notes, proposals and presentations for consideration by senior leadership, Standing Committees, City Council, and other community and stakeholder groups as required.

  • Develops analysis and recommendations on legislative changes related to climate-related public disclosures, tangible capital asset reporting, asset management plan legislative requirements (O. Reg. 588/17) and recommends policy changes or revisions to promote alignment and integration of City policies and guidelines on a continual basis.

  • Identifies approaches and methods of analyzing complex planning issues and emerging trends.

  • Works with team members to develop analytical tools/reports, guide information and data management projects and supports the development of CAM’s decisions support system (DSS) to meet the information needs of the function.

  • Conducts policy impact assessments and provide recommendations to improve asset sustainability, service delivery, and financial stewardship.

  • Analyzes current practices, data and performance metrics to identify areas for improvement and standardization that will inform capital planning and policy decisions and promote evidence-based decision-making on infrastructure investments.

  • Monitors changes in legislation, regulations, and asset management standards (e.g., ISO 55000) and assesses implications for municipal operations.

  • Identifies and mitigates risks related to asset management policy gaps or non-compliance.

  • Supports internal audits or program reviews related to asset performance and reporting.

Key Qualifications:

  • Post-Secondary education in Public Policy, Public Administration, Business Administration, Engineering, Financial Management or a related discipline or the equivalent combination of education and/or experience.

  • Extensive experience in policy research and development, municipal infrastructure planning, capital budgeting, and public sector reporting.

  • Extensive experience leading project teams to deliver complex planning, research and policy projects, demonstrating excellent collaboration and issue management skills to work effectively with colleagues and counterparts.

  • Considerable experience in change management and stakeholder engagement, demonstrating highly developed negotiation, conflict resolution, issue management and problem-solving skills in complex, multi-stakeholder environments.

  • Experience with enterprise-wide systems for asset management (e.g. Geospatial Information Systems (GIS), IBM Maximo, Asset Planner, Brightly), and accounting or budgeting (e.g. SAP, Anaplan), as well as data visualization tools (e.g. Power BI, Tableau).

  • Expert knowledge in the use of Microsoft Office Suite (i.e. Excel, Word, PowerPoint and Access).

  • Expert knowledge of O. Reg. 588/17 and other provincial policies, plans and legislation related to asset management, as well as evolving policy trends with demonstrated proficiency in research methodologies and their connection to long-range policy formulation while maintaining current knowledge of municipal policy and research activities, information management techniques and analytical methodologies.

  • Excellent organizational and project management skills with proven ability to mange and complete multiple project assignments under minimal supervision and produce results within tight timeframes.

  • Strong research, analytical and conceptual thinking skills that can be applied to existing data and information collected through asset management planning process to develop a ‘whole-of-government’ approach to asset management practice across the organization that promotes evidence-based decision-making for infrastructure planning and investment.

  • Highly developed presentation and interpersonal skills, with the ability to communicate complex subject matters in a timely, clear and effective manner, both verbally and in writing, to various client programs and agencies, and to forge solid, effective internal and external relationships with different stakeholder groups, including elected officials, and the public.

  • Highly developed communication skills, both verbally and in writing, with the ability to represent the Corporate Asset Management group and effectively present its interests at divisional or cross-functional meetings.

  • Strong comprehension of the City’s Corporate Asset Management Policy, Corporate Asset Management Plans, and annual budget process.

  • Project Management Professional (PMP) certification is a plus.
