Position Overview:
As part of TELUS Health’s Public Sector team, you will provide management and program oversight to fulfill outsourced managed services to the Ontario Ministry of Health. This role provides critical management for all aspects of Program processes and risk monitoring – including work intake, financial management, project management monitoring and program controls & compliance requirements. We are seeking a disciplined candidate with superior Program Management skills who enjoys working with plans & financial models and will have a passion for contributing to our team’s continuous improvement processes.
Responsibilities:
- Assume overall accountability for client service management, Contract scope management and financial management processes
- Establish methods and standards for ensuring compliance with any obligations in the Contract relating to Service Levels, reporting and Project tracking
- Implement structured methodologies for the design, development and implementation of Projects and programs
- Provide guidance and oversight to the project managers and Client Service Manager
- Ensures the performance by the Vendor is of its obligations related to Projects, Service Level measurement, financial management processes and reporting
- Ensures proper management of the processes relating to Contract scope (e.g., Contract Change Orders, Preliminary Work Estimates and Work Requests)
- Manage TELUS internal financial management including annual budgeting, StratCheck, P&L forecasting & risk mitigation strategies
- Prepare and present TELUS financials to various levels of Governance, including internal and external stakeholders (monthly and quarterly)
- Coordination and management of monthly billing activities
- Oversight of monthly Program Management Office (PMO) reporting, including internal and client reporting
- Provide leadership to the team in process re-design and improving overall team process effectiveness
- Support program resource planning across multiple projects
- Assume Company Security Officer (CSO) responsibilities for the program in terms of security clearance oversight and management
Qualifications
Required Knowledge:
- Knowledge and experience of project and program level financial processes and management (Budget planning, StratCheck, P&L management)
- Advanced knowledge in project management methodologies, principles and practices
- Ability to work effectively with various levels of management and cross-functional teams
- Understanding of software development processes and industry best practices
- Understanding of TELUS Health priorities and strategic objectives
- Experience with Sharepoint site administration
- Knowledge of public sector stakeholder contract frameworks, strategies and trends
Required Skills & Abilities:
- Superior attention to detail in financial management and reporting
- Strong interpersonal, communication, presentation and facilitation skills
- Advanced organizational and time management skills
- Strong coaching and mentoring skills
- Strong aptitude of team tools: Excel, Word, PowerPoint, Jira, Sharepoint and MS Project
- Demonstrated ability to manage program control processes – including contract compliance, financial reporting / invoicing, monitoring of team projects, fulfilling joint governance requirements
- Demonstrated ability to collaborate with clients, stakeholders and cross-functional teams
Required Professional Designation/Certification:
- University degree
- Certified Project Management designation (PMP) is desirable
Preferred Experience:
- 3-5 years of previous Program Management experience
- Financial management and reporting (internal and client facing)
- Previous experience working with public sector stakeholders is preferred – specifically governance
Note:
- Candidate required to pass a Government of Ontario Security Clearance check before hiring
Salary Range: $97,000-$145,000
Performance Bonus or Sales Incentive Plan: 15%
