This position provides the department with maintenance and inspection services to maintain Housing Services properties in good condition to ensure/extend the productive life of the property and to afford a quality housing environment for tenants.

The incumbent provides a wide range of semi-skilled routine and preventative maintenance, general repair and upgrading, efficiently and effectively using accepted procedures.

The position also serves as a liaison between tenants and Housing Services.

Duties will include but are not limited to:

  • Repair or replace eavestroughs, down spouts, siding, shingles, mailboxes and building identification signs;
  • Check operation of appliances, clothes lines, and other equipment and make repairs where possible or replace as necessary;
  • Install, repair, and remove lock sets and deadbolts for rekeying;
  • Repair or replace drywall as required, tape finish seams and paint;
  • Install and repair doors, windows, screens and hardware;
  • Repair or replace cabinets, countertops and hardware;
  • Build or repair decks, ramps, garbage and oil tank corrals;
  • Construct or repair outside structures such as sheds, steps, and sidewalks;
  • Remove old flooring, install new flooring, and install baseboard;
  • Assess, and respond to emergency maintenance situations and respond in a timely fashion to ensure unnecessary delays, for example, overflows, power outages, no heat calls;
  • Check heating systems for problems such as boiler temperature and pressure, circulating pumps, zone valves, and water feeders;
  • Plumbing repairs or replacement of tubs, sinks, drains, toilets, faucets, water supply hoses and shut off valves;
  • Perform basic electrical maintenance such as changing bulbs, plugs, switches, ballasts, fixtures, etc.;
  • Replace or repair exhaust fan motors where possible;
  • Assess and maintain computerized heat pump, geothermal and biomass heating systems, duct heaters;
  • Be on call periodically for a week at a time to deal with after hours, urgent maintenance issues;
  • Investigate the problems to determine the issue and identify possible solutions;
  • Purchase necessary supplies, parts, equipment and tools with their Purchasing Card;
  • Maintain a good relationship with tenants/clients and Housing Officers and other staff to support resolution of tenant issues by providing information and assistance;
  • Maintain necessary records for maintenance information and property management control system;
  • Support other trades and supervisors as required; and
  • Other duties as required.

Minimum Qualifications:

  • Successful completion of Grade 12;
  • Completion of course work or training in any of the trades is preferred;
  • Certificate of Trades Qualification as issued by PEI Government supplemented by Red Seal Endorsement is preferred;
  • Demonstrated equivalences will be considered;
  • Considerable experience in building and grounds maintenance work including areas such as plumbing, carpentry, electrical and small engine repair;
  • Experience working in multi-building complex environment;
  • Experience guiding work considered an asset;
  • Experience in cost estimating and specification writing considered an asset;
  • Working knowledge of building codes;
  • Good interpersonal and communication skills and able to work with clients and contractors from all trades;
  • Must be able to work with minimal supervision;
  • Valid PEI driver license and acceptable driving record;
  • Basic computer skills such as word processing, Email, spreadsheets;
  • Must be medically and physically fit to perform all duties of the position; and
  • Good previous work and attendance record and acceptable Criminal Record check and Vulnerable Sector check;

Other Qualifications:

  • May be required to provide own vehicle for employment purposes;
  • WHMIS, CPR and First Aid; and
  • Mental Health First Aid an asset;
