REASON FOR VACANCY
- New Position
Job Purpose: Reporting to the Senior Manager of Facility Services, this position is responsible for the environmental and energy portfolio. This position provides leadership to the Board for procedures, legislation, compliance and risk mitigation in areas including; hazardous materials risk management, drinking water, wastewater, energy systems, waste and recycling. Develops and implements sustainability strategies, energy reduction programs including; Green House Gas reduction, equipment life cycle strategies, capital renewal program, and energy-reduction projects. The position liaises with government agencies such as the Ministry of Environment, Public Health, Environment Canada, Ministry of Labour, Ministry of Education, and Ministry of Energy, contractors, consultants, and members of the public.
Duties And Responsibilities Environmental Risk Management
- Coordinate the implementation of environmental procedures and practices to ensure compliance with relevant legislation, regulations, and best practices in such as; water, sewage, waste, recycling, hazardous materials, and energy.
- Act as primary contact and liaison with government agencies such as the Ministry of the Environment, Public Health, Environment Canada, and other external agencies. Participate in inspections and coordinate responses.
- Provide leadership for Board compliance with all relevant environmental laws, regulations, and Ministry reporting standards. Lead environmental stewardship and risk mitigation awareness training for Board employees. Represent the Board on environmental and energy matters.
- Manage contracts, work plans, scheduling and emergency response requirements for contractors and consultants providing service and performing regulatory sampling for drinking water systems and wastewater systems.
- Lead the development and implementation of procedures for urgent situations such as drinking water quality issues, wastewater events and hazardous spills. This includes communication plans, coordinating work of the Technician, and contractors.
- Lead coordination and compliance for all health and safety programs for specific department requirements, such as water systems, hazardous materials and Board specific initiatives as assigned by the Senior Manager. Provide technical expertise, staff instructions, and foster a positive, engaged team environment.
Energy Management and Sustainability
- Provide leadership in the development of the environmental and energy budget as assigned by the Senior Manager; monitor utility expenses and forecast trends to ensure alignment with budget allotments.
- Coordinate the activities of consultants regarding gas and electricity purchase contracts, analyze forecast models and hedging techniques to make recommendations on procurement strategies.
- Monitor, track and verify utility purchases for performance within Board facilities. Maintain utility databases and prepare reports for the senior leadership team, Board and the Ministry. Identify and actively pursue opportunities to enhance efficiency and effectiveness energy specific software for advanced analysis in support of system goals and priorities.
- Provide technical input on procurement of mechanical and electrical renewals. Consult with Engineers and designers to determine technical specifications and advise on the procurement of energy efficient equipment.
- Develop, implement, and monitor energy conservation, demand management, and carbon reduction initiatives to achieve consumption targets, and lead the development of long-term sustainability strategies.
- Develop and utilize mathematical models for building and district energy use, utility costs, water use, sewage requirements, and recycling needs to forecast future trends and requirements.
- Conduct audits of building systems and operations to identify opportunities for energy efficiency improvements and to optimize facilities' operations.
- Support ongoing development of strategic plans for infrastructure and equipment life cycle programs, preventive maintenance standards, and sustainable best practices.
Designated Substances
- Interpret technical reports related to designated substances, identify errors or omissions, and transfer critical information into a central record.
- Lead the Asbestos Management Control Plan to ensure compliance with all relevant regulations and contractor work practices, coordinate work of Technician
- Lead the development of procedures for emergency response and provide response to critical situations such as disturbance of asbestos.
Project Coordination
- Recommend maintenance or capital investments to assist with the Board wide energy program, emerging environmental programs, applying knowledge of incentives, best practices, and new technologies.
- Act as the Board representative, coordinate and attend project meetings with the users, project managers, consultants and authorities having jurisdiction, contractors and others that will be required in the program/project delivery.
- Provide guidance to consultants to perform environmental site assessments, excess soil management plans, groundwater and hydrogeological studies.
- Manage projects from inception to completion, including providing input on design, preparing tender documents, participating in review of vendor proposals, and monitoring contract completions.
- Provide input on design, equipment, and construction standards for the Board and procurement of energy efficient equipment to consultants, engineers, and designers.
- Provide sustainability input on capital renewal projects, equipment selection, and asset life cycle plans. Support the development of capital renewal plans.
- Perform other duties as assigned by the supervisor.
Qualifications:
- Minimum completion of a three (3) year post secondary diploma in Environmental Science, Engineering, or a related discipline.
- Minimum three (3) years of relevant work experience, preferably within a public sector environment.
- Certified Energy Manager designation (CEM) by the Association of Energy Engineers an asset.
- Evidence of knowledge and competency in water treatment systems operation, water chemistry, and analysis.
- Certified under O Reg 170/03: Drinking Water Systems or willingness to obtain.
- Evidence of successful project leadership and providing expertise for strategic planning related to energy conservation, climate policy, and sustainable practices.
- Demonstrated ability to translate complex technical data into clear insights for diverse audiences, both verbally and in writing.
- Knowledge of Ontario Building Codes, Ontario Fire Codes, Occupational Health and Safety Act Municipal by-laws, and Environmental Emergency Regulations.
- Experience in navigating change management and environmental initiatives with a focus on collaborative outcomes.
- Knowledge of Environmental Emergency Regulations, (E2 Regulations).
- Satisfactory completion of a Criminal Record and Judicial Matters Check.
- Must possess a valid Ontario Class ‘G' Driver's License and have consistent access to a reliable vehicle to meet the multi-location demands of this position.
Work Environment:
- Frequent travel within the Board district with exposure to school-site noise and interruptions.
- Perform on call duties for emergency situations. Assess the urgency of repairs required, notify appropriate personnel and co-ordinate repairs.
- Exposure to hazardous materials and conditions on a regular basis.
- Requirement to participate in a rotating on-call schedule and attend meetings outside of traditional business hours

- Lifting up to 20lbs. Body mobility including: bending, squatting, rotating, kneeling, walking, sitting on a regular basis.
