The Ministry of Transportation is looking for a motivated individual to provide leadership, technical direction and contract administration expertise for the planning, design and construction of transportation infrastructure.
About the job
In this role, you will:
- provide overall project direction and consultant oversight for multiple, concurrent and complex construction projects from preconstruction to post construction phases
- assess and ensure engineering drawings, reports and contract documentation are complete, and comply with the requirements of the project
- monitor, verify and recommend payment of contractor, consultant expenditures; forecast expenditures and costs
- provide technical advice on design and contract administration issues
- provide instruction and advice to the consultants/contractors concerning ministry decisions, recommendations, or requirements
- represent the ministry in public forums where aspects of the project may be controversial
What you bring to the team
Mandatory requirements
- The position requires the successful candidate to have a valid class G licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
Technical Knowledge:
You have knowledge of:
- contract administration principles/practices applicable to highway and bridge construction
- financial control principles to forecast and monitor project expenditures, and ensure compliance with ministry policies and procedures
- civil engineering theories, standards, construction practices and principles with emphasis on contract management
- highway engineering, design and construction operations as they apply to infrastructure components such as structures, pavements, grading, drainage, electrical and illumination
- geotechnical and structural design, to develop, analyze and recommend engineering designs and proposals for complex transportation projects.
Project Management, Planning and Organizational Skills:
- you are able to coordinate multiple projects and oversee consultant Contract Administration teams, and evaluate consultants' performance in the delivery of design and construction projects and prepare assessments
- you are able to provide overall project direction and consultant oversight for multiple, concurrent and complex engineering and construction projects from pre-engineering to postconstruction phases
Advice/Technical Expertise/Leadership Skills:
- provide technical advice on design and contract administration issues, constructability, construction methods/issues and standards
- initiate and lead multi-disciplinary project teams comprised of both technical and professional staff
- review, comment on or author new initiatives, specifications, alternative project delivery models and associated documentation
- provide technical expertise and leadership during the design, construction and operations phases of major and multiple transportation projects
Communication, Interpersonal, Negotiation Skills:
You have:
- oral and written communication skills to prepare reports, briefing notes and presentations, and to liaise with consultants/contractors, partners and the public
- interpersonal and influencing skills to discuss and resolve construction issues, and encourage good working relationships and performance to deliverables
- persuasion and negotiation skills to obtain agreement on incorporating contract changes that may have impacts on schedules, deliverables and budget
- presentation and facilitation skills to present proposals to technical/non-technical audiences, provide instruction and advice to consultants/contractors, and coordinate/provide training to internal/external partners.
Analytical and Problem-Solving Skills:
You can:
- develop alternative solutions to complex issues
- analyze and develop solutions/mitigation to complex issues relating to design, construction, operations and contract management
- assess compliance and successful completion of complex construction contracts in accordance with legislation, regulations, procedures, guidelines and accepted construction standards.
