Job Purpose
Reporting to the Head of Enterprise Portfolio Management and Business Architecture, the Business Architect – Value and Impact is responsible for translating our strategic vision into a cohesive business architecture that enables sustainable, scalable, and impactful delivery across ministries, programs, and operations.
The Business Architect plays a strategic advisory role to senior leaders, directors, and cross-functional teams, shaping how the organization aligns business capabilities, technology, value streams, and portfolio investments with its mission and strategic goals. The role is instrumental in advancing organizational transformation through the design and evolution of operating models and supports accountability for impact through the development and application of integrated planning and governance frameworks. Operating within the Enterprise Portfolio and Business Architecture function, the position works closely with the Head of Enterprise Portfolio Management and Business Architecture to advance the Discipline, strengthen practice maturity, and ensure strategic alignment across initiatives.
This position collaborates with Senior Leaders, Directors, Agile Center, Agile Coaches, Initiative Owners, Portfolio Managers, Agile Program and Project Managers, Release Train Engineers (RTEs), Business Owners, Product Managers, Data and Solution Architects to support the execution of enterprise portfolios containing multiple programs, initiatives, and enhancements promoting the continuous delivery of value aligned with strategy and operating models.
Responsibilities
Business Architecture
- Design and Maintain Enterprise Business Architecture Models: Develop and continuously refine business architecture artifacts such as capability maps, value streams, organizational structures, and operating model views. Ensure these models accurately represent the current and future state of the organization and support strategic decision-making, transformation roadmaps, and prioritization efforts.
- Translate Strategy into Actionable Blueprints: Work closely with executives and functional leaders to translate organizational strategy into detailed, actionable designs. Model how strategic goals impact various business domains and ensure designs reflect alignment across ministries, departments, and support functions. Communicate architectural insights to business and technology teams effectively.
- Ensure Alignment Across Operating Model and Initiatives: Act as a key advisor on programs and transformation initiatives, providing impact assessments on business capabilities, value streams, and operating models. Identify misalignments early and help steer solutions toward greater cohesion with enterprise strategy and future-state architecture.
- Establish and Govern Architecture Standards: Define, socialize, and enforce business architecture standards, frameworks, and methodologies in collaboration with governance teams. Ensure consistency and quality in business architecture deliverables across projects, and help embed architectural thinking into portfolio, program, and planning processes.
- Collaborate Across Architecture and Technology Domains: Partner with enterprise, solution, and data architects to ensure business needs are represented in technology roadmaps. Provide context on business drivers and capability requirements to influence system design, integration decisions, and enterprise technology alignment.
- Enable Measurement and Strategic Feedback Loops: Define and manage business capability metrics, KPIs, and value realization measures to assess progress toward strategic outcomes. Collaborate with performance and planning teams to integrate metrics into enterprise dashboards, ensuring a feedback loop for continuous improvement.
- Support Capability Building and Knowledge Sharing: Act as a champion for business architecture practices by mentoring peers, developing reusable tools/templates, and managing knowledge repositories. Conduct training, workshops, and awareness sessions to build business architecture literacy across business and technology teams.
Lean Portfolio Management
- Advise Senior Leaders on Strategic Portfolio Decisions: Partner with the Head of Enterprise Portfolio and executive stakeholders to guide initiative prioritization, capability investment, and organizational design. Leverage frameworks such as SAFe Lean Portfolio Management and Business Architecture Guild standards to ensure alignment with enterprise strategy.
- Lead Cross-Functional Planning and Investment Alignment: Facilitate integrated planning sessions and portfolio-level prioritization using OKRs, road mapping, and quarterly planning rhythms. Ensuring funding and scope decisions reflect value delivery goals and strategic agility.
- Drive Adoption of Lean Portfolio Management Practices: Champion enterprise-wide adoption of LPM principles to enhance transparency, agile enablement, and adaptive decision-making. Contribute to the evolution of agile governance processes, portfolio Kanban systems, and lean budgeting models.
- Enable Value Realization and Benefit Tracking: Contribute to the definition and support of value management frameworks, contribute to business case development, and ensure alignment with measurable outcomes. Collaborate with finance, initiative owners and senior leaders to track benefit realization and optimize portfolio performance.
- Align Technology and Funding to Business Strategy: Partner with Ministries and Finance to integrate funding models, resource planning, and tech investment decisions with business capabilities, operating models, and long-range strategic roadmaps.
- Support Change Readiness and Operating Model Evolution: Contribute to change impact assessments, advise on roadmap adjustments, and guide transitions in digital transformation initiatives. Ensure digital tools and platforms support enterprise planning and agile delivery at scale.
Other Activities
- Enable Knowledge Sharing and Organizational Learning: Deliver training, create documentation, and facilitate best practice sharing to increase awareness and proficiency in business architecture, Lean Portfolio Management, and value-based delivery. Support teams in understanding how to apply frameworks effectively and integrate lessons learned into ongoing practices.
- Optimize Enterprise Tools and Support Strategic Enablement: Administer and enhance collaboration platforms such as Atlassian (Jira, Confluence), SharePoint, and business architecture tooling to support planning, capability and value stream mapping, and portfolio alignment. Contribute to continuous improvement by supporting strategic initiatives and special projects as directed by the Department Head.
Qualifications
Required
- Bachelor’s degree in organizational strategy, business, technology, exact sciences, or related fields. (Master’s degree is preferred)
- 10+ years of progressive experience, evolving from project management and delivery to leading digital transformation, operating model design, and enterprise business architecture—enabling strategic alignment, value realization, and organizational impact.
- Certifications in SAFe® (Lean Portfolio Management, Product Ownership), TOGAF, enterprise architecture, business architecture or related.
- Demonstrated experience in business architecture, strategic operations, enterprise planning and/or enterprise program / project delivery.
- Demonstrated experience working in international, federated or matrix organizations.
- Proven experience in value stream mapping and enterprise operating models design and implementation.
- Proven experience collaborating directly with senior level executives. Demonstrates strong facilitation, communication, and influence skills when engaging with senior leadership, including both C-suite and VP-level stakeholders.
- Experience managing external consultants, offshore vendors and cross-functional teams across different time zones.
Preferred
- Master’s degree in organizational strategy, business, technology, exact sciences, or related fields.
- Demonstrated experience implementing business architecture frameworks (BIZBOK, TOGAF, etc)
- Experience working and improving Lean Portfolio Management practices at medium and large-size organization
