Position Summary

The Senior Analyst, Payroll & Benefits is the senior technical payroll role within RainCity’s HR Systems & Operations function. Reporting directly to the Director of HR, Systems and Operations, this is a non-supervisory role responsible primarily for end-to-end payroll, benefits, and pension administration for a defined employee portfolio, while also providing advanced expertise in complex payroll scenarios, payroll accounting, reconciliation, reporting, audit readiness, and system integrity.

RainCity is moving to a portfolio-based payroll model. Each payroll team member is assigned a defined employee portfolio and is accountable for end-to-end payroll, benefits, and pension administration for that portfolio. The Senior Analyst, Payroll & Benefits carries the most complex portfolio work and provides technical guidance to the broader payroll team, while escalating high-risk, precedent-setting, or sensitive matters to the Director, HR Systems & Operations.

This role works closely with Finance, HR Operations, Labour Relations, managers, timekeepers, and external partners, while keeping employees as the primary client group served by the payroll function. The role is expected to provide clear, timely, and respectful support to employees, while also ensuring payroll accuracy, financial alignment, and compliance. RainCity operates across multiple collective agreements, excluded employee groups, and complex payroll and benefit rules, including the Municipal Pension Plan (MPP).

Hours: 80 hours bi-weekly

Salary Range: $85,000 – $95,000 annually

Schedule: Monday to Friday, 8:30AM – 5:00PM , with 30-minute unpaid break

Start Date: As soon as possible.

A clear British Columbia Vulnerable Sector Criminal Record Check for working with vulnerable adults and/or children is a condition of employment with RainCity Housing. Applicants must be willing and able to receive a clearance under the Criminal Record Review Act.

Qualifications

Education and Experience

  • Post-secondary diploma or degree in Accounting, Business Administration, Human Resources, Payroll, or a related field.
  • Payroll Compliance Practitioner (PCP) through the National Payroll Institute (NPI) required.
  • Certified Payroll Manager (CPM) through the National Payroll Institute (NPI) preferred.
  • Minimum eight years of progressive payroll and benefits experience, preferably in a unionized environment.
  • Demonstrated experience with payroll accounting, reconciliation, compliance, and audit support.
  • Experience processing or supporting complex biweekly payroll in a high-volume environment.
  • Experience using Dayforce or another enterprise HRIS/payroll system required.
  • Experience developing, maintaining, or improving SOPs, process documentation, job aids, or knowledge-base content using tools such as Confluence, SharePoint, internal wikis, or similar platforms is a strong asset.
  • Experience working with MPP, benefit administration, collective agreements, and payroll reporting preferred.
  • An equivalent combination of education, training, and experience will be considered.

Core Competencies

Technical and Financial Expertise

  • Deep understanding of Canadian payroll legislation, collective agreement application, benefits administration, pension administration, taxable benefits, payroll accounting, and reconciliation.
  • Strong analytical skills with the ability to identify errors, investigate root causes, and resolve complex payroll issues.
  • Able to translate complex payroll processes into clear, practical documentation. Identifies recurring issues, improves workflows, and supports consistent practice through SOPs, job aids, and shared knowledge resources.

Judgment and Risk Management

  • Exercises sound judgment in complex, sensitive, or time-sensitive payroll matters.
  • Understands the downstream financial, compliance, employee, and system impacts of payroll decisions.
  • Recognizes when escalation is required and brings forward clear recommendations.

Customer Service and Communication

  • Communicates payroll and benefits information clearly, respectfully, and accurately.
  • Balances employee experience with compliance, consistency, and risk management.
  • Maintains confidentiality and discretion when handling sensitive employee information.

Technical Expertise and Collaboration

  • Provides technical guidance and coaching across all levels of the organization on matters including, but not limited to payroll, benefits, and related HRIS modules.
  • Builds strong working relationships across HR, Finance, Labour Relations, managers, timekeepers, and external partners.
  • Supports a team culture focused on accuracy, accountability, continuous improvement, and service.

  • Demonstrates anti-racism knowledge and skills, including understanding Canada’s colonial history and its impacts on Indigenous peoples.

Key Responsibilities

Portfolio-Based Payroll and Benefits Administration

  • Owns payroll, benefits, and pension administration for an assigned employee portfolio from hire to termination.
  • Processes and reviews biweekly payroll transactions, including job changes, wage changes, leaves, terminations, premiums, shift differentials, and collective agreement entitlements.
  • Reviews timecards and payroll inputs for accuracy, completeness, and compliance before payroll cut-off.
  • Processes and validates off-cycle payment requests within established controls.
  • Ensures payroll outcomes comply with legislation, collective agreements, CRA requirements, benefit rules, pension requirements, and internal policies.
  • Maintains accurate, complete, and audit-ready employee payroll and benefits records in Dayforce.

Senior Technical Payroll Review

  • Acts as the senior technical resource for complex payroll, benefits, and pension matters.
  • Reviews complex payroll scenarios before payroll commit, including retroactive adjustments, unusual earnings, corrections, leaves, terminations, and entitlement issues.
  • Exercises sound technical judgment on payroll matters with financial, compliance, or employee impact.
  • Supports ROE accuracy and assists with responses to internal and external payroll inquiries.
  • Escalates high-risk, sensitive, or precedent-setting issues to the Director, HR Systems & Operations.

Payroll Accounting, Reconciliation, and Finance Support

  • Supports payroll-to-GL reconciliation and investigates payroll variances in partnership with Finance.
  • Prepares payroll summaries, variance explanations, and supporting documentation for month-end, year-end, audits, and internal reviews.
  • Reviews payroll coding, cost centre allocation, benefit deductions, pension contributions, taxable benefits, and other payroll accounting items for accuracy.
  • Supports reconciliation of payroll liabilities, benefit deductions, MPP contributions, and other payroll-related accounts.
  • Provides clear explanations and supporting documentation to Finance, HR, and expertise as required.

Benefits and Municipal Pension Plan Administration

  • Administers and reviews complex benefit eligibility issues, enrollments, changes, terminations, and discrepancies.
  • Supports accurate processing of MPP enrollments, contribution adjustments, terminations, and portability matters.
  • Provides guidance to Payroll & Benefits Support and Payroll & Benefits Analyst roles on benefits and pension administration.
  • Responds to escalated benefit and pension inquiries with accuracy, professionalism, and appropriate discretion.

Manager, Timekeeper, and Team Support

  • Provides guidance to managers and timekeepers on time entry, approval workflows, documentation standards, and correct use of pay codes.
  • Identifies recurring timekeeping or payroll issues and recommends practical solutions.
  • Supports knowledge sharing across the payroll team to ensure consistent application of payroll standards and SOPs.
  • Provides technical coaching to less experienced payroll team members without formal people management responsibility.

HRIS, Dayforce, and Data Integrity

  • Maintains high standards of payroll and benefits data integrity within Dayforce.
  • Identifies system issues related to payroll rules, pay codes, workflows, reports, and system controls.
  • Supports testing and validation of payroll-related system changes, enhancements, and releases.
  • Partners with the Director, HR Systems & Operations to strengthen payroll system governance, controls, and documentation.

Continuous Improvement and Audit Readiness

  • Identifies recurring payroll risks, errors, and inefficiencies.
  • Contributes to process improvements, SOP updates, audit controls, training materials, and documentation standards.
  • Ensures payroll documentation is complete, consistent, and audit-ready.
  • Supports internal and external audits and responds to payroll-related information requests.
  • Contributes to a service-oriented payroll function that is accurate, responsive, and accountable.
  • Develops and maintains clear SOPs, process documentation, job aids, and knowledge-base materials to support consistency, training, audit readiness, and continuous improvement across payroll operations.

ADDITIONAL INFORMATION

  • Hybrid work arrangement (1–2 days on site).
  • Occasional overtime may be required to meet payroll deadlines.
